Major Responsibilities:

As a member of the Court Services team, and reporting to the Program Development Analyst, this position is responsible for providing expertise and advice in support of various projects and initiatives within Court Services Division. The position:

  • Establishes and maintains business relationships with clients to discuss/assess clients' needs.

  • Prepares project charter, statements of work and project plans.

  • Identifies risks and prepares action plans to mitigate.

  • Conducts or leads team in delivery of projects or work packages.

  • Liaises and co-ordinates with internal & external groups on accomplishment of deliverables.

  • Prepares and presents status report and variance explanation for projects or work packages.

  • Prepares findings & “Lessons Learned” from post-implementation project reviews.

  • Assesses, analyzes, evaluates and recommends process & policy alternatives for projects & work packages.

  • Redesigns business principles, processes, policies and standards by recommending best practices and improvements to current processes.

  • Determines business requirements and builds consensus amongst clients.

  • Prepares Business Plans, Gap Analysis, Logical Data Models and Design documents for proposed solutions that leverage information & technology as part of the solution.

  • Provides input to Data Management teams on transformation of clients’ business requirements.

  • Recommends improvements to current methodology, process, standards, and policies.

  • Assists staff in understanding of business processes and logic.

  • Liaises with staff in development of test strategy, test cases & test scripts for system, performance, usability and acceptance testing of system solutions developed.

  • Leads team to draft implementation & rollout strategies and plans.

  • Conducts walk-through of deliverables to identify potential problems.

  • Prepares training material and documentation for use by clients and staff.

  • Conducts training for client and their staff.

  • Collaborates with clients on “Go / No Go” cut-over decisions e.g. roll-outs.

Key Qualifications:

Your application must describe your qualifications as they relate to:

  1. Post-Secondary education in computer science or related discipline or the equivalent combination of education and relevant experience working on large scale technology projects.

  2. Extensive experience in programming using the following languages; Java, Java Script, HTML, Visual Basic and SAS.

  3. Extensive experience in creating databases utilizing MS Access and SQL and Oracle.

  4. Considerable experience in utilizing coding environments such as; Eclipse, VS code, GIT, WebSphere and CVS.

  5. Considerable experience facilitating sessions that identify business and technical requirements as well as modelling of business processes and system flow charts.

You must also have:

  • Knowledge of current and emerging technologies relating to programming, data warehousing, e-services, quality assurance tools, data retention and document management.

  • Technical knowledge developing web-based applications in compliance with AODA WCAG 2.0.

  • Excellent written and oral communication skills and the ability to prepare and present technical materials including specifications, user requirements, project plans and to work effectively with all levels of internal and external stakeholders.

  • Strong analytical and problem-solving skills, listening and interacting skills are essential.

  • Ability to work effectively with a group of multidisciplinary staff in a project team setting.

  • Ability to work with competing demands, prioritize and meet deadlines.

  • Customer service skills working with clients, service providers, the general public and/or staff to address service inquiries, requests and/or complaints.

  • Proven technical skills to develop effective, high performance solutions to meet complex application requirements.

  • Ability to support the Toronto Public Service values to ensure a culture that champions equity, diversity and respectful workplaces.
