Capability Life Cycle Management (CLCM)

The CLCM is integrated into the System Program Office (SPO) and contracted to deliver through-life asset management of Products being supported (PBS). The CLCM performs asset, sustainment and engineering functions to optimise availability and Total Cost of Ownership (TCO) and minimise risk through life of the PBS. The CLCM works collaboratively via the SPO with Regional Maintenance Centre’s (RMC) to plan maintenance activities and installation of capability upgrades. The CLCM works collaboratively via the SPO with the Design Services Contract (DSC) to plan and execute engineering changes and services. The CLCM delivers functions against the contract scope across the Asset Class Enterprise to support Defence Maritime Capability.

The Opportunity:

The IDE Data Services Officer will lead the development and delivery of effective data analytics outcomes to the Asset Class Enterprise (ACE) as well as steward the use of key data sources ensuring compliance and conditions of access privileges, whilst maximising the utility of source data. The IDE Data Services Officer will collaborate with multidisciplinary teams across each functional area to develop data analytics solutions that will provide key insights that assist with the achievement of CLCM program activities and provide continuous improvement to create new value for the enterprise.

Responsibilities:

  • With general autonomy, collect and analyse statistics and information from multiple sources to identify trends in order to gain maximum insight that can give the company a competitive advantage;

  • Apply and integrate statistical, mathematical, predictive modelling and business analysis skills to manage and manipulate complex high volume data from a variety of sources;

  • Create new data collection frameworks for structured and unstructured data;

  • Develop and analyse modelling and measuring techniques using inquisitive creativity along with mathematics, “machine learning”, and statistical/ engineering methods to discover many possible solutions to a given problem.

  • Plans, schedules, and conducts work requiring judgment in the independent evaluation, selection, and adaptation of ICT techniques, procedures, and criteria.

  • Coordinate the delivery of data analytics products to relevant users throughout the ACE, maximising the use of available collaboration tools.

  • Participate in the development of capability, innovation and efficiency (CIE) proposals that deal with new tools or systems to extract and present data-based insights.

  • Chair and coordinate the ACE Data Analytics Forum, evaluating key data challenges for consideration by each forum, and leading the development of any consequential CIE related artefacts.

  • Provide advice and support to stakeholders examining the introduction of new DMS or Ext DMS systems.

As the ideal candidate you will bring:

Essential:

  • Tertiary qualifications in Computer Science, mathematics or similarly aligned discipline.

  • Demonstrative expertise with contemporary data analytics tools,

  • Direct experience in using cloud and hybrid IT environments,

  • Highly developed organisational and analytical skills.

  • Demonstrated abilities to develop positive working relationships through high level communications skills.

  • A minimum of 7 years related experience, with typical experience ranging from 8-10 years.

  • Must meet eligibility requirements for viewing ITAR protected materials.

Desirable:

  • Experience in providing data analytics outcomes within an Australian governmental organisation.

All candidates will be required to hold and maintain an active Baseline Defence Security Clearance. Only candidates holding a Baseline Clearance or above should apply.
