National Park Service Administrative Support Assistant (OA) in Sumner, Mississippi

Summary The primary purpose of the position is to provide administrative information and assistance to the Superintendent or to the manager of the unit (if located at headquarters, a regional office, or a center) and staff, on the practical and technical aspects of office administration, to include budgeting, acquisition and property management, human resources, and other administrative support services, and to perform staff support work in each of these areas. Responsibilities Provides accurate and reliable information on the administrative functions of the park, headquarters, regional office, or center. Collects data for the unit's operating budget, consolidates material into an annual unit budget; sets up controls to monitor expenses during the year. Recommend budget adjustments including restructuring budget allocations or work plans to deal with changing situations such as varying costs for equipment parts, or services, and changes in the availability of funds Provides human resources information and assistance to the unit. In that regard assists with the preparation of position descriptions and organization charts and prepares Requests for Personnel Action. Serves as the primary timekeeper for the unit. Reviews time and attendance reports for employees and assures reports are correctly entered into an automated system. Responds to and resolves issues involving a payroll system. Advises supervisors and employees concerning questions about pay, hours of duty and leave. Serves as the primary administrative point of contact for the unit. Responsible for the administrative oversight of various administrative processes, which may include processing financial, procurement, property, human resources, and other administrative forms or documents for the unit. Develops and implements new systems or administrative processes to meet unit needs (tracking system, file maintenance, etc.). Uses computers and appropriate software for data collection, analysis and collating. Prepares reports, forms and tabular material, providing proper spacing, heading and arrangement for ease of understanding and information processing. Establishes and maintains office files (electronic or manual), including confidential and sensitive files, project files, administrative material and regulations, reports, forms, etc. Types and composes correspondence, memoranda, reports, work schedules, etc., from drafts or notes using word processing software and computer equipment. Area Information The town of Sumner, nestled in the heart of the Mississippi Delta, is a town with a rich history and a vibrant community spirit. Despite its modest size, Sumner has played a significant role in shaping the cultural fabric of the region. Sumner serves as one of the two county seats of Tallahatchie County. Its location on the west side of the county, along the meandering Tallahatchie River, adds to its charm. Delta elementary schools often offer programs like international studies and pilot online programs. The educational landscape has continued to evolve over the last few decades. There are plenty of medical facilities in the Delta that focus on improving access and services to the community. Requirements Conditions of Employment U.S. Citizenship required. Appointment subject to background investigation and favorable adjudication. Meet Selective Service Registration Act requirement for males. You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you. You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period. You may be required to travel overnight away from home up to 2 nights per month. You must obtain a government charge card for travel purposes. You will be required to complete a one-year probationary period. You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority. A selectee receiving a first appointment to the Federal Government (Civil Service) is entitled only to the lowest step of the grade for which selected. Qualifications All qualifications must be met by the closing date of this announcement-10/11/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. SELECTIVE FACTOR: This position performs office automation work, and a typing speed of a minimum of 40 words per minute (words per minute are based on a 5-minute sample with three or fewer errors) is required. Candidates who do not meet this requirement by close of this announcement will receive no further consideration for this position. - AND - To qualify for this position at the GS-07 grade level, you must possess at least one or all the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-06 grade level in the Federal service (obtained in either the public or private sectors). Examples of specialized experience may include: performing a wide variety of advanced administrative functions such as advising employees on payroll regulations and serving as payroll coordinator; serving as liaison with Human Resources by preparing and entering personnel actions, processing employee paperwork, and coordinating background investigations; serving as the technical advisor for travel processes and regulations; advising on procurement; and performing budget and financial management by collecting data for a budget, making recommendations, tracking expenditures, creating budgetary reports, and reconciling an organization's budget. You must include hours per week worked. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another. Working Conditions: The work is generally performed in an office setting. The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
