Position Description

With guidance from the Sr. Program Manager, plan, organize, direct, and control projects to accomplish program goals within cost and schedule guidelines. Exercise discretion and independent judgment with respect to matters of significance to the business

We offer a hybrid schedule (in-office & remote/work from home) or an onsite schedule and flexible hours. Candidates will need to reside near Charleston, SC to ensure work site flexibility.

The grade, title and salary for this position will be determined once an assessment is completed on the selected candidates education, experience, and skills (level assigned will be as either a Project Manager or Sr. Project Manager).

Essential Functions

Under guidance from the Program Manager, review program and project contracts/agreements to ensure all requirements are being met.

Develops sufficient program and technical knowledge to effectively interface with team members and clients.

Under guidance from the Program Manager, supporting project activities can include the following:

  • Working within the project team to establish, maintain and reviews project cost/schedule baselines.

  • Work with the Government and the project team to review statements of work (SOW). Ensure version control is maintained through the approval process.

  • Track project scope, budget and schedule through the use of some form of Earned Value Management (EVM), as required by the program.

  • Review invoices for accuracy and appropriateness and evaluates cost variances.

  • Work with the Government Project Agreement Officer or Technical Representative (AOR or PTR) to track project progress and deliverables to ensure timely completion and acceptance.

  • Provides collaborative leadership, facilitation and interface among supported customers, vendors and users.

This program has projects that require more direct performance and technical oversight:

  • Work in conjunction with technology experts to build and develop solutions to technical issues, and then develop scopes of work.

  • Works with the project team to develop and maintain the content of project proposals, including the management of statement of works, work breakdown structure, and resource allocation

  • Work with the project team to provide technical expertise to the division lead and the technical management of the projects

  • Works with program manager to perform as Technical Advisor and Subject Matter Experts to customers and as representatives on their behalf

  • Perform some literature research to mature working knowledge of technical subjects in support of project research and problem solving

  • Work with the project team to develop and maintain project schedules

  • Work with the project team to coordinate technology transfers/transitions for projects assigned

Prepare technical and financial reports for Sr. Project Manager / Program Manager for review and submission.

Evaluate Project Status Reports (PSRs) and recommend actions.

Anticipates, evaluates and proposes risk mitigation solutions.

Assists with preparation of program updates for program reviews and conferences.

As directed by the Program Manager provides direct support to the Government Client’s program office.

Plans, convenes, and facilitates program team meetings, either on-site or virtual as required by the contract/agreement.

Responsible for the content of program website, brochures, posters, and newsletters, and advises program team members of needed updates and maintenance.

Ensures accuracy of data entry of financial information in support of reporting requirements.

Additional Responsibilities

Provide direction and assigns tasks to Program Assistants or Program Administrators, as required.

Performs other duties as assigned.

Qualifications

  • Bachelor's Degree and four or more related years of experience or equivalent combination of experience and training or a Master's degree and two or more years related experience or equivalent combination of experience and training.

  • Bachelor’s degree in Computer Engineering, Marine Engineering, Naval Architecture, Industrial Engineering, Mechanical Engineering, Metallurgical Engineering, Welding Engineering, Systems Engineering, Materials Science, or Engineering Technology.

  • Knowledge of “digital domain” technologies desired. This encompasses model-based tools/processes and approaches to optimize producibility in a digital manufacturing ecosystem (i.e. Digital Twin, Digital Thread, Artificial Intelligence, Machine Learning, Digital Modeling, Digital Simulation)

  • Experience implementing design/processes changes in a manufacturing environment desired.

  • Experience working with or for a Department of Defense (DoD) Original Equipment Manufacturers (OEM), large commercial shipyard, or fabrication equipment developer desired.

  • Experience with government programs desirable.

  • Independent self-directed worker, team player, problem solver

  • Strong communication skills, including presentations, technical reports, meeting management and work group management.

  • Prior experience working in multi-organizational teams a plus.

  • Strong computer skills including Excel skills, MS Office Suite - Word, PowerPoint, Outlook and Project desired. MS Access experience a plus.

  • Ability to travel to conferences and meetings required. Weekend travel is very infrequent, however, it may be needed to support the client’s needs for an early Monday or late Friday event.

  • This position will need the ability to access US only data systems – US Citizenship is required and/or must be able to obtain and maintain a DOD security clearance (for certain projects/programs).

Work Environment
