Job Summary

We are currently seeking a Facilities Manager to support the test and evaluation of security equipment for the Department of Homeland Security (DHS) and Customs & Border Patrol (CBP). This position is located in Sterling, VA .

The Manager, Facilities Operations & Maintenance provides maintenance, safety, and related support for indoor and outdoor facilities supporting Test & Evaluation (T&E) of government security equipment. This will include ensuring safe and continuous reliable operation of the facilities and compliance with all relevant state, local and federal regulations. Additionally, the Manager provides oversight for services such as building automation controls and energy management, electrical construction and distribution, utilities, mechanical systems repairs and replacements, coordination of mechanical contracting services, and support for installation and operation of security equipment under test.

Responsibilities

  • Makes contacts, negotiates, achieves conflict resolution, and obtains written approval from government officials. Assures all requirements are met in accordance with applicable laws, rules, and regulations issued by OSHA and other federal, state, and local regulatory agencies.

  • Oversees daily building operations activities to include conference room and T&E space, security, custodian, video teleconference services, tool crib, and equipment certifications. Prepares written requirements for repairs or for ordering parts/materials from suppliers. Develops facilities work procedures which identify tasks/steps, and conducts hazard analyses.

  • Work with system vendors to identify floor loading, electrical, HVAC, ventilation/exhaust, partitioning, safety, structural support, and other relevant requirements and arrange for appropriate providers to make lab modifications/upgrades as necessary to meet these requirements. Plan, schedule, organize, and coordinate work performed by outside contractors including mechanical, electrical, grounds and building maintenance, building construction alterations, vehicle and forklift maintenance, custodial services, plumbing, telecommunications, network infrastructure, computing hardware, and other facility support personnel as required. Ensures all work performed is accomplished such that ongoing testing activities are not negatively impacted, and that tasks are performed in a safe and effective manner.

  • Performs end-user serviceable preventive maintenance and arranges for corrective maintenance with appropriate vendors on all facility assets as needed, monitors and records effectiveness of maintenance activities. Defines actual and potential facilities problems that have or will have a serious impact to the facilities mission and suggests corrective actions and directs actions within budget. May personally respond to complaints and customer concerns.

  • Ensures that facilities documentation, records, and Federal, State, and Local applications/permits/certifications are maintained. Support and maintain facility readiness for Annual Fire Marshall Inspections.

  • Supports maintenance activities associated with building exteriors and grounds, including roads, parking lots, and walkways.

Key Qualifications

  • Associate Degree in an Architectural or Engineering discipline with 7 years of engineering construction experience in a diverse R&D design and construction, and experience supervising facilities operations.

  • A minimum 3 years of experience in Engineering & Development (E&D) estimating.

  • Ability to communicate effectively with all levels of management and technical staff in written and verbal form, maintain a good rapport with clients and government officials.

  • Possess strong interpersonal skills (including team-building skills). self-directing and ability to adapt to quickly changing conditions.

  • Fundamental understanding in the areas of management, business, accounting, plus a working knowledge of government regulatory requirements.

  • Demonstrated ability to manage budgeted work, supervise skilled-trades employees, and work with outside contractors and vendors.

  • Experience operating a personal computer, and Microsoft Office Word, Excel, and Outlook.

  • Demonstrated ability to guide, direct and manage facilities and operations support activities.

  • Knowledge of general facilities operations and planning, quality assurance, and environmental, safety and health policies and procedures.

  • Must be self-motivated and ability to be productive with little or no direct supervision.

  • Initiative to actively pursue opportunities and training to maintain craft specialty skills and certifications required to perform assigned tasks.

  • Eligibility and willingness to obtain a Secret Clearance and DHS Suitability.

  • Must be US Citizen.

Preferred Qualifications

  • May be required to complete miscellaneous training and obtain certifications including but not limited to; licenses to operate a forklift, overhead crane, aerial lifts and power tools; radiation safety training; and others as required.

  • Experience and certification with forklifts and other loading/unloading devices.

  • Experience in facility related operations in a T&E laboratory-type environment.

  • A working knowledge of the methods, materials, tools, and equipment used in mechanical, electrical, or building trades to support a T&E facility.

  • A working knowledge of applicable agency standards and of appropriate building and construction code regulations, as well as safety procedures.

  • Facility Management Professional (FMP), Certified Facility Manager (CFM), or similar certification.

  • Active Secret Clearance.

  • Active DHS Suitability.
