The National Long-Term Recovery Operations Deputy Director reports to the Director, National Long-Term Recovery Operations and is responsible for supporting day-to-day program activities. This role requires an experienced community organizer/mobilizer with supervisory and program management experience and is responsible for coordinating community engagement and problem solving around community recovery and resiliency building in communities impacted by Hurricanes Beryl and Francine. This position will also have the opportunity to support emerging recovery operations. This is a remote position with a preference for candidates located within the impacted areas.This is a term-limited, benefits eligible position expected to last 24 months with the opportunity to extend based on business need.
The Deputy Director will support the Director in the development and execution of overall program strategies, objectives and priorities. The Deputy Director will also supervise assigned staff and work with internal and external stakeholders to ensure the long-term recovery strategy aligns with overall program strategies and priorities. This role works with regional and national headquarters volunteers and paid staff. Routine travel throughout the impacted areas will be required.
WHERE YOUR CAREER IS A FORCE FOR GOOD (Key Responsibilities):
• Lead the initiation and implementation of long-term recovery programs, including financial assistance, grants, and community recovery support, across multiple long-term recovery operations in support of impacted individuals and communities
• Collaborate with regions to cultivate recovery relationships with key external partners including local and state government agencies and community groups, non-profits, and non-governmental organizations
• Assist the Director with maintaining strong relationships with local, regional and divisional leadership within the Red Cross and communicate strategies, updates and needs accordingly
• Utilize Red Cross fundamental principles in all decision-making processes, project implementation, and service delivery, ensuring diverse and underrepresented perspectives are considered and valued, and equitable outcomes are achieved
• Assist in short and long-term strategic planning including preparing program timetables with specific milestone goals
• Monitor program effectiveness through collected data – both qualitative and quantitative – and make recommendations for program improvements
• Assist the Director in the recruitment and selection of LTRO employees, and assist with the initial new employee and volunteer training as needed
• Provide leadership, mentoring, coaching, and performance evaluations to paid and volunteer workforce to assist in the achievement of program objectives
• Document operational best practices and lessons learned in support of LTR continuous improvement
• Coordinate and/or complete special and major projects assigned by the Director
• Function as the acting Director in the Director's absence
• Perform other duties as needed and/or assigned
The salary range for this position is $92,880. -$123,800. Note that American Red Cross salaries are aligned to the specific geographic location in which the work is primarily performed. Other factors that may be used to determine your actual salary may include your specific skills, how many years of experience you have and comparison to other employees already in this role.
This job will be posted for a minimum of five business days and extended if the applicant pool needs to be expanded.
WHAT YOU NEED TO SUCCEED (Minimum Qualifications):
Qualifications: Bachelor’s degree or equivalent combination of education and experience required, master’s degree preferred.
Experience: 5 years of experience in community organizing, case management, partner-agency relations, grants management, and disaster response/recovery preferred.
Management Experience: At least 3 years of experience as supervisor or manager of workforce engaged in direct client contact in an outcome-based social-services environment. Experience building and supporting a volunteer workforce preferably.
Skills and Abilities : Excellent interpersonal, verbal and written communication skills. Ability to work independently, handle and prioritize multiple tasks. Ability to manage programs. Ability to assess community and client needs and provide services equitably and consistently. Ability to integrate diversity, equity and inclusion principles into all aspects of work. Identifies and resolves problems and/or develops alternative solutions. Exhibits sound and accurate judgment.
Other: Intermediate level proficiency with MS Office software, including Word, Excel, PowerPoint and Outlook. Ability to utilize a variety of technical systems with ease. Familiarity with GIS software and PowerBI a plus.
Travel: 25% travel to impacted areas and for meetings and other activities will be required. Must have a Valid Driver’s License.

While performing the duties of this Job, the employee is regularly required to sit; use hands to handle or feel; and talk or hear. The employee is frequently required to reach with hands and arms. The employee is occasionally required to stand; walk and stoop, kneel, crouch, or crawl. The employee must frequently lift and/or move up to 15 pounds and occasionally lift and/or move up to 30 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus. The work environment will consist of moderate noise (i.e. business offices with computers, phones and printers, light traffic). The employee must have the ability to work in a small cubicle and have the ability to sit at a computer terminal for an extended period of time.
