Context/Scope

We desire to operate an effective, efficient, and agile best in class Regulatory Compliance function capable of adapting to an increasingly challenging, connected, and digital environment. As part of our team, you will lead and operate a fully compliant and efficient Drawback and Export Compliance team for North America. This includes ensuring compliance for denied party screening, drawback filings, free trade agreements, internal audit, government reporting procedures, and with laws governing international trade. You should also have experience in setting up procedures that are effective in real life, in minimizing risks, as well as in capitalizing on drawback opportunities. This role reports to the Director of Regulatory, Tax & Trade Compliance.

Responsibilities

This role is accountable for export compliance of finished goods cases of alcohol, bulk goods, and other commodities. It will facilitate the activities of the operational team by ensuring that day-to-day tasks are implemented timely and completely, and in compliance with applicable laws and regulations. Working knowledge of the North American Customs Regulations, US Foreign Trade Regulations, as well as understanding of the Export Administration Regulations is required. This role is a key component in Diageo’s export compliance program, drawback program and special projects. This role is also responsible for leading the rapid recovery of our drawbacks and support for US Customs desk reviews. Success includes building and fostering collaborative relationships with a variety of partners including the Export Strategy team, global business partners, drawback brokers, while working independently and proactively to take decisive actions as necessary. Travel may be required. The role has direct reports.

Key Outputs:

  • Lead and motivate a team with high customs and excise complexity to deliver the business requirements.

  • Independently identify problems or opportunities in export compliance and recommend solutions and move them to action.

  • Lead team through changing demand forecasts, material availability and/or overall business need in correlation with import opportunity.

  • Work closely with accounting team for accrual tracking and account reconciliations.

  • Establish, monitor, and report Key Performance Metrics regarding export and drawback activities.

  • Partner with the business and the supply functional leaders across the organization to implement export plans and deliver breakthroughs across multiple cross-functional workstreams.

  • Manage the company's processes and procedures in compliance with all trade and applicable tax legislation and reporting requirements.

  • Accountable for control assurance (CARM controls) assigned to the function.

  • Prepare for, monitor, and help lead government audits.

  • Participate in internal risk audits.

  • Internal link with Corporate Relations function to support work with industry bodies and government agencies and be in a leading position to understand and act on changes in regulations, and to provide proactive technical advice.

  • Support Global Tax Governance team with controls, standardization and automated solutions including new technologies such as S4 Hana requirements.

  • Grow team members through development conversations and training.

Experience and Skills

  • Required Experiences - Ideal candidate will have at least 8 years’ experience in Trade Compliance, Excise Tax, Export regulations, or Finance.

  • Licensed Customs Broker, Certified Export Specialist, CUSECO or other trade compliance certification preferred but not required.

  • Relevant people management experience.

  • Ability to size up risk risks and business opportunities, providing in-depth analysis to problem solve and support the business.

  • Ability to effectively communicate at all levels, both verbal and written, with internal partners, external government agencies, and Third-Party vendors and customers.

  • Demonstrable ability to engage and align partners behind plans and win support for implementing new compliant and saving practices.

  • Good knowledge of ERP and global trade management systems is welcome.

  • Good knowledge of excise taxes and industry (regulatory) requirements, including documentation, for imports and exports in relation to alcohol is desired.

  • Proficiency in computer skills including SAP, MS Office, and Teams collaboration.

  • Ability to establish priorities and work under pressure.

  • Self-starter with an ability to work autonomously.

  • Must be very detail oriented.
