Duties and Responsibilities:

The scope of this PWS includes the inherently non-governmental services required to provide full DCGS-MC Family of Systems (FoS) life cycle logistics support to Naval Information Warfare Information Center Atlantic (NIWC Atlantic), to include but not limited to material procurement assistance, material fielding of new equipment to United States Marine Corps (USMC) units, transportability assessments of proposed systems, reliability and sustainability engineering support to both new and previously fielded systems, technical writing, material management and supply support. The scope of this PWS also includes production and technical hardware support for new Command, Control, Communications, Computers, Combat Systems, Intelligence, Surveillance, and Reconnaissance (C5ISR) and information technology (IT) capabilities, maintenance and upgrade of existing C5ISR and IT capabilities, and integration of existing hardware and software capabilities into a consolidated system baseline.

The Logistician II - PROVISIONER will need a high level of initiative and the ability to self-manage. When the PROVISIONER is not explicitly tasked, it is the PROVISIONERs responsibility to survey the status of DCGS-MC equipment and to ensure that other teams see you as the go-to individual for procurement activities. The PROVISIONERs core duties include:

  • Identify equipment that specifically pertains to the technological resources being fielded to the United States Marine Corps (USMC).
  • Provide customer oriented technical support when asked and serve as a PROVISIONER.
  • Communicate with all facets of the project when required to increase situational awareness, decrease operational risk, and reduce cost and expenditures.
  • Log and document technical information and updates per drawing packages.
  • Catalog and store current and historic provisioning documentation.
  • Collaborate with Reliability Centered Maintenance (RCM) and engineering areas.
  • Collaborate with Technical Writing (TW) to ensure documentation has proper content and is formatted properly as required.
  • Create reports to ensure equipment ordered meets the proper Military Standard (MIL-STD) meets contract requirement.
  • Engage in meetings to provide status updates and recommendations for process improvement and cost savings.
  • Engage with other technical teams to continually expand area of expertise.
  • Assist with the DCGS Commercial Off The Shelf (COTS) / Government Off The Shelf (GOTS) equipment selection to ensure compliance with various government requirements.
  • Assist with production as required to assure DCGS COTS / GOTS meet MIL-STD requirements prior to ship dates as requested by all customers.
  • Prepare the Provisioning Parts Lists (PPL) utilizing existing Provisioning Technical Documentation (PTD) and computer resources such as the Defense Logistics Agency (DLA) Federal Logistics Information Services (FLIS).
  • Document the provisionin of parts utilizing the Marine Interactive Computer-Aided Provisioning System (MICAPS) and use SPTD to describe the parts and equipment. The SPTD shall consist of data such as specifications, standards, drawings, photographs, sketches, descriptions, and necessary assembly, interface, and general arrangement drawings, schematic diagrams, wiring and cable diagrams necessary to indicate the physical characteristics, location, and/or function of an item.
  • Provide SPTD for the first occurrence of each part listed in the PPL, as required. Logistics Product Data shall be in accordance with industry standard SAE-GEIA-STD-0007.
  • Provide Bill of Material List (BOM) as required.
  • Provide the SL-3 and SL-4 listing as required.
  • Sites for preparation of BOM, PPL, and SL-3 and SL-4;

Required Experience:

  • Three (03) years of experience in defense life cycle (acquisition) logistics support of electronic systems, to include: logistics principles, practices, and processes. Experience shall include at least one (01) years of support with C4ISR or similar systems, to include:
  • Analyzing Engineering / Systems Management Data and Developing Logistics Plans and Procedures. Experience may be achieved simultaneously.
  • Individual shall have Defense Acquisition Workforce Improvement Act (DAWIA) certification in Lifecycle [Acquisition] Logistics Foundational / Level 01; demonstrate/specify equivalent life cycle logistics training; or possess an additional one (01) year (i.e., total 04 years minimum experience) working in direct support of defense life-cycle logistics.
  • Demonstrated experience with a C4ISR Program of Record (PoR) such as Distributed Common Ground System Marine Corps (DCGS-MC) All Source, DCGS-MC Geospatial Intelligence (GEOINT), or DCGS-MC Signals Intelligence (SIGINT). Experience may be achieved simultaneously.

Education:

BA/BS degree is required.
