Functional Description:

  • Applies analytic techniques in the evaluation of program/project objectives.
  • Analyzes requirements, status, budget and schedules.
  • Performs management, technical, or business case analyses.
  • Collects, completes, organizes and interprets data relating to aircraft/weapon/project acquisition and product programs.
  • Tracks program/project status and schedules.
  • Applies government-instituted processes for documentation, change control management and data management.

Responsibilities:

  • Develop estimates for Price and Availability (PandA), Letters of Offer and Acceptance (LOA); provide recommendations for the development of PandA data; and provide estimate information on individual case elements.
  • Input data into the Defense Security Assistance Management System (DSAMS); the Defense Integrated Financial System (DIFS); and the Management Information System for International Logistics (MISIL)) for PandAs, LOAs, Amendments, and Modifications. Additionally, develop National Security Agency (NSA) Authorization to Sell Letters, 36(b) Congressional Notification Letters, Non-Recurring Costs Letters, Missile Technology Control Regime (MTCR) Remarks, Anti-Tamper Remarks, and Yockey Waivers.
  • Perform case management support including analysis, tracking and responding to requests from foreign governments; review of information to ascertain release ability; site surveys; preparation and execution of Program Management Reviews (PMRs) and Case Reconciliation Reviews (CRRs); monitoring of cases from pre-case actions through case closure or termination; and preparation of documentation for all phases of the FMS process.

Required Experience:

Senior - over 10 years of combined experience performing duties described in the functional description, with at least 5 of those years performing management, technical, or business case analyses and collecting, completing, organizing and interpreting data relating to aircraft/weapon/project acquisition and product programs.

Desired Experience:

At least 10 years of experience supporting NAVAIR FMS programs.

Education:

  • MA/MSdegree
  • Four (4) years additional work experience performing duties described in the functional description of the labor category may be substituted for a mastersdegree.
