MNIT DNR provides comprehensive IT operations and support services, custom application development, and dedicated support functions to an organization that manages and conserves the state’s natural resources in a way that creates a sustainable quality of life for all Minnesotans.

As a Database Administrator/Application Developer for Minnesota IT Services (MNIT) and the Department of Natural Resources (DNR), you'll play a key role in designing, developing, and maintaining the Fisheries Information Systems (FIS) used by the Division of Fish and Wildlife (FAW). These systems are essential for managing Minnesota's lakes, streams, fish production, hatcheries, and more. They support decision-making, research, and public information tools like the popular MN DNR Lake Finder.

In this role, you'll contribute to the full software development lifecycle of FIS applications. Working closely with the lead Application Developer, you'll:

  • Work with team members to understand business IT requirements and translate them into effective IT solutions to meet needs of the division.

  • Design and build integrated relational databases using referential integrity and normalization principles.

  • Provide backup programming for application user interfaces and support deployment architecture.

  • Test, document and deploy application versions and upgrades.

  • Provide technical support to Fisheries staff statewide.

  • Fulfill internal and external data requests.

  • Research and implement new IT tools and trends to meet emerging technical needs.

  • Other duties as assigned.

Your work will directly support the DNR's mission to manage, conserve, and enhance Minnesota's fish and wildlife and their habitats. By ensuring the FIS applications are robust and effective, you'll contribute to the long-term sustainability of the state's natural resources while making a meaningful impact on Minnesota's environment and communities.

This position requires employees to work onsite at least 50% of the time, with some opportunity to perform work from a telework location .

Minimum Qualifications

This position requires a minimum of four (4) years of relational database development/administration experience.

Experience must include:

  • Design, development, and maintenance of relational databases using best practices of referential integrity and normalization.

  • Documenting database environments using Business Object Models (BOM), Physical Data Models (PDM), workflow diagrams and data dictionaries.

  • Writing complex SQL queries, procedures and views.

  • Intermediate-level experience in Java programming, including developing user interfaces, testing, debugging, and deploying versions.

  • Diagnosing and resolving complex technical issues, optimizing workflows and improving system performance.

  • Ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties.

  • Customer service skills that include active listening, empathy, and problem-solving.

A master’s degree in Information Technology or an IT related field substitutes for three (3) years of experience, OR an IT related bachelor’s degree substitutes for two (2) years, OR an IT related associate’s degree substitutes for one (1) year.

Preferred Qualifications

  • Experience with a variety of relational database platforms other than Oracle (e.g., Postgresql, SQL Server).

  • A minimum of one year experience programming user interfaces using the Java programming language including testing, bug-fixing and version deployment.

  • Knowledge of data security/system backup/optimization procedures.

  • Coding in multiple programming languages (e.g., Python, R, HTML, json) and working with code repositories.

  • Experience working with databases and applications in a Microsoft Azure cloud environment.

  • Experience supporting applications running on rugged mobile devices for outdoor data collection.

  • Familiarity with the Agile framework for application (product) development.

  • Familiarity with principles of Project Management.
