This is an exciting opportunity to lead contracting strategy for the State Employee Group Insurance Program (SEGIP) and the Public Employees Insurance Program (PEIP). The position has responsibility for thoughtfully procuring, developing contracts, and implementing all insurance programs and related services, including but not limited to medical, pharmacy, dental, life, disability, and pre-tax account administration. This position supports the development of the statewide health care provider network, development of new purchasing strategies, and negotiated arrangements with plan administrators and health care providers to contain health care costs and improve quality. A key member of the Employee Insurance leadership team, the Contracts & Compliance Manager also leads the compliance work for Employee Insurance – ensuring that vendors meet contract requirements and that SEGIP and PEIP meets their legal and regulatory requirements.

SEGIP provides insurance benefits for approximately 130,000 members, comprising insurance-eligible employees, retirees, and dependents from all 3 branches of government, Minnesota State, and quasi state agencies. SEGIP spends approximately $1 billion per year on benefits, making it the state’s largest employer purchaser of health care. PEIP provides benefits for approximately 35,000 members from local units of government (e.g., cities, counties, towns, and school districts).

CORE RESPONSIBILITIES

  • Manage procurement and resulting contracts on behalf of the self-insured SEGIP and PEIP health plans and leverage contracting process to continually improve the value of the program’s spending.

  • Manage procurement and administration of other insurance products and contracts (e.g., dental, life, disability, well-being, and pre-tax).

  • Leads the compliance work for Employee Insurance to ensure that vendors meet contract requirements and that SEGIP and PEIP meets their legal and regulatory requirements Support the annual health care provider tiering and network development process.

Minimum Qualifications

  • At least two (2) years of experience overseeing and negotiating complex contracts for professional and technical services, including writing RFPs, evaluating responses, and negotiating agreements with selected vendors

  • At least two (2) years of management experience over professional level staff

  • Knowledge of business practices regarding management and financing of employee benefits

  • Knowledge of state and federal statutes, regulations, and policies that affect contracting and health care purchasing

  • Excellent problem solving and analytical skills, including the ability to assimilate information from a variety of sources, analyze and recommend courses of action.

  • Excellent oral and written communication skills

Preferred Qualifications

  • CPA certification, MBA, or law degree

  • Experience with public sector procurement and contracting processes.

  • Knowledge of insurance billing and claims data

  • Experience evaluating proposals for collective bargaining or legislative bills.

  • Understanding of state and federal laws and regulations that govern employee benefit plans, including compliance requirements for employer plan sponsors.
