This position contributes quality assurance and evaluation of public behavioral health (i.e., mental health and substance use) services. The person who fills this position will design and perform analyses of behavioral health programs for provider alignment with 1) goals and objectives of the Division, 2) national standards for best practices in behavioral health care delivery, 3) accepted standards for appropriateness of treatment, 4) adherence to the Substance Abuse and Mental Health Services Administration (SAMHSA) standards for endorsed, evidence-based practices and 5) compliance with Minnesota Health Care Programs (MHCP) standards and contract or grant requirements.

Programs for analysis include care delivery systems which are complex and interdependent in nature. Analytical designs, combining qualitative and quantitative review, and employing statistical analysis ·will be required. Statistical analyses of claims data and other client level data will also be required.

While performing statewide program analysis, in-depth evaluations of individual providers may be necessary. The position will conduct evaluations of providers and counties receiving contracts or grants from the Behavioral Health Division as well as providers providing behavioral health services under MHCPs. The position will produce written reports of findings and make recommendations for a mixed, technical, and non-technical audiences.

Responsibilities includes, but are not limited to:

  • The position has significant latitude to determining whether existing course of treatment (at both provider and program levels) are appropriate for the clients’ receiving services and likely to be successful for facilitating prevention and/or recovery.

  • Authority of this position extends to recommendations for limiting or increasing the amount and type of services, changing modality of services delivery, alternate course of treatment, for behavioral health services provided under Minnesota Health Care Programs or state contract and grant funding.

  • Design, develop, and conduct program and system level reviews for compliance with Department criteria for quantity and quality of services provided.

  • Analyze results of data collection and reviews for compliance of providers and counties with State statutes and rules, Federal rules/requirements, standards for evidence-based and generally accepted standards of mental health services delivery.

  • Review and analyze research on standards for evidence-based and generally accepted standards of adult mental health delivery services as identified and prioritized by senior management and consider State legislative requirements and Federal rules/requirements when providing recommendations.

  • Share evaluation of findings with AMHD staff, other Divisions within the Department, counties, and providers.

Minimum Qualifications

Three (3) years specialized professional experience in research, program evaluation principles and practices, performance measurement, business analytics and/or process improvement.

Experience must demonstrate:

  • Extensive use of statistical software i.e., SPSS, SAS, R, Tableau.

  • Analyzing, interpreting, and communicating data results, making recommendations for complex technical or statistical information.

  • Designing, building, and leading research and evaluation activities.

  • Knowledge of performance measurements, quantitative analyses for large data sets, and qualitative research methodology and analysis.

  • Developing and using programs and/or outcome evaluation methodologies to present results in a manner that is easily understood.

Preferred Qualifications

  • Variety of experiences working effectively with others from different backgrounds and cultures.

  • Knowledge of Department of Human Services (DHS) programs and their interrelationships and an understanding of human services policy and procedures, and of government functions and relations.

  • Knowledge of behavior health treatment programs.

  • Master’s degree in an area related to evaluation, health, human services, or public policy.

  • Experience in leading large-scale initiatives.

  • Experience working with leadership teams.
