The Financial Services Division is looking for a dedicated contracts professional to support the Contracts Unit with all processes related to the procurement and management of Professional/Technical (PT) contracts for the Office of Higher Education (OHE). As a Contracts Coordinator, you will be working collaboratively with another Contracts Coordinator and reporting to the Contracts Director.

This role will be crucial in guiding the agency on the state procurement process, drafting and routing contract documents, and ensuring compliance with state procurement policies and applicable state and federal laws. You will collaborate closely with program areas to meet their contracting needs, assist the Contracts Director with developing policies and procedures, and train agency staff.

The duties include, but are not limited to:

  • Contract Drafting: Draft all types of P/T contract documents, including solicitations, contracts, amendments, certifications, annual plan agreements, interagency agreements, joint powers agreements, income agreements, grant contract agreements, and other documents, to meet state procurement policies and state and federal laws.

  • Contract Compliance: Review contract documents to ensure compliance with legal and policy requirements. Identify issues, problem-solve and provide corrective action to bring documents into compliance.

  • Contract Expertise: Provide guidance, information, technical assistance, analysis, expertise, and support to OHE staff in all areas involved in the P/T contracting process, as well as the creation, administration, management, interpretation, and termination of P/T contracts.

  • Grant Contracts: Review grant contract agreements to ensure compliance with the Office of Grants Management standards and state and federal legal requirements. Route grant contract agreements for execution.

  • Collaboration & Problem Solving: Work collaboratively with OHE staff to address contracting challenges and develop efficient solutions that meet the agency’s needs, all while maintaining excellent customer service.

  • Policy Development: Assist the Contracts Coordinator in developing and implementing contracting policies and procedures. Review, research, and analyze policies, statutes, and laws as necessary to determine impact on OHE contracting policies and procedures.

  • Training & Guidance: Conduct training to OHE staff in the area of contracting to establish clear standards, guidelines, and processes for proper application and management of contracts.

Minimum Qualifications

To facilitate proper crediting, please ensure that your resume/application clearly describes your experience in the areas listed below, and indicates the beginning and ending month and year for each job held:

  • Two (2) years of state experience in the area of P/T contracting and/or grant contracting, which includes working with contracts or reviewing legal documents for compliance with applicable state and federal laws, rules, regulations and policies, or similar experience.

  • A Bachelor's degree in business administration, legal studies, or related field may substitute for one (1) year of experience.

  • A JD degree from an accredited law school may substitute for eighteen (18) months of experience.

  • Experience drafting, developing, and/or reviewing a variety of contract documents.

  • Experience working with Minnesota's Statewide Integrated Financial Tools (SWIFT), or similar large and complex financial accounting or ERP system.

  • Experience interpreting and applying state and federal laws, rules, regulations, and policies.

  • Experience providing effective training to staff who are not contract experts.

  • Ability to manage multiple priorities and meet deadlines.

  • Strong computing skills of common PC tools, such as Word, Excel, PowerPoint, outlook, Teams, or similar applications that demonstrates strong oral and written communication skills, with an emphasis on problem-solving and collaboration.

Preferred Qualifications

  • Advanced experience in P/T contracting, including drafting documents and facilitating the process for complex procurements, negotiating contract terms, analyzing and evaluating risks related to contracting, resolving contract disputes, and recommending solutions to complex problems.

  • Advanced experience working in Statewide Integrated Financial Tools (SWIFT), especially related to contract procurement, encumbrances, reporting and OBIEE queries.

  • Authority for Local Purchase (ALP) at the $25,000 level, or the ability to obtain within 6 months of hire.

  • Proven ability to resolve contract related issues independently and professionally.

  • Experience facilitating meetings with diverse stakeholders.

  • Experience incorporating diversity, equity, and inclusion efforts in procurement processes.

  • Experience establishing and maintaining internal controls for contract management processes.

Physical Requirements

  • Ability to position self and move sufficiently to perform repetitive tasks.
