Akima Program Analyst II in Springfield, Virginia
Tuvli, an Akima company, is hiring for a Program Analyst II to support our DoS client located in Washington, DC.
The Program Analyst shall provide procurement and supply chain auditing for the Bureau of Diplomatic Security’s Armored Vehicle (AV) Program at the U.S. Department of State with the review and validation of supply chain for the worldwide inventory. Shall possess the knowledge and skills commensurate with the position necessary to analyze an acquisition request and, based on the anticipated acquisition strategy, identify procurement issues, work closely and professionally with customers, and communicate issues with procurement staff, DS senior management, Contracting Officer, and other necessary personnel.
Responsibilities
Conducts a full range of routine to highly complex field audits in support of the Bureau of Diplomatic Security’s Armored Vehicle (AV) Program for the U.S. Department of State
Gathers and analyzes cost data for audits
Prepares audit documentation to include audit reports for DS senior management and customers
Provides technical guidance and audit recommendations to DS senior management on allowable costs, reasonableness of costs, and cost allocation incurred
Manages various procurement projects that include the areas of procurement, contracting, auditing, and analysis for the Bureau of Diplomatic Security’s Armored Vehicle (AV) Program, the largest fleet of armored vehicles worldwide
Understands U.S. Federal Government policies and procedures with ability to generate project information, action items, schedule, and deliverables for the procurement team and customers
Monitors project progress regularly so as to report project status to procurement management
Audits and analyzes Department requirements to develop and refine business improvement initiatives
Assists team in procurement related activities as needed
Works with Cost Price Analysis and Chief Financial Officer to formulate and monitor budget plans
Develops innovative approaches to review procurement process effectiveness and explore logistics solutions for worldwide customers and vendors
Provides recommendations on all procurement related issues, plans, reports, trainings and metrics
Identifies and develops standard processes that address Department’s armored vehicle (AV) acquisition program requirements
Qualifications
Equivalent experience to that of a GS-11/GS-12, and/or 5 years' experience in procurement, contracting, finance or Bachelor’s degree in related field of Finance/Accounting
Strong oral communication skills to facilitate the discussion of audit issues, face-to-face entrance/exit conferences, and various presentations
Excellent interpersonal skills
Advanced problem-solving skills to resolve discrepancies
Strong organizational skills in order to plan each phase of the audits and to meet deadlines
Shall be proficient in the use of the Microsoft suite of applications including Word, Excel, PowerPoint, Outlook, and Project as well as with Adobe Acrobat
Travel required up to 25 percent annually
Secret with the ability to obtain a Top-Secret Clearance
