What You'll Do: The Program Manager will be responsible for all aspects of program execution as dictated by the assigned contract terms and program scope. This person selected for this position will work closely with technical, purchasing, manufacturing, quality, and logistics staff to execute all assigned tasks. From time-to-time, the Program Manager may be asked to share other operations tasks (e.g. proposal preparation, policy/procedure documentation, etc.). Define project scope, goals and Work Breakdown Elements (deliverables) that support business goals in collaboration with senior management and stakeholders. Generate/evaluate Statements of Work. Direct and manage end-to-end program development/execution. Effectively communicate project/program expectations to team members and stakeholders in a timely and clear fashion. Estimate the resources and participants needed to achieve project goals. Draft and submit budget proposals, and recommend subsequent budget changes where necessary. When required, negotiate with other department managers for the acquisition of required personnel from within the company. Assess the need for additional staff and make the appropriate changes if necessary during project cycle. Evaluate and select vendors and subcontractors for effective utilization as needed. In concert with management, delegate tasks and responsibilities to appropriate personnel. Identify and manage project dependencies and critical path. Develop and deliver progress reports, proposals, requirements documentation, and presentations (examples: CDR, PDR, TIM) Determine the frequency and content of status reports from the project team, analyze results and troubleshoot problem areas. Proactively manage changes in project scope, identify potential crises, and devise contingency plans. Supervise project team members and suppliers and influence them to take positive action and accountability for their assigned work. Travel as required to customer/vendor sites for various meetings and to support installations. Build, develop, and grow any business relationships vital to the success of the program/project. Conduct post project reviews and create a recommendations report to identify successful and unsuccessful project elements. Develop best practices and tools for project execution and management. What We're Looking For: BS Degree in any relevant technical or management field. Advanced degree desired. Will consider personnel with substantial relevant professional experience in lieu of a degree. PMI Project Management Professional (PMP) certification is desired, but if not certified, must be willing to actively work towards achieving certification within the first year of hire. 5+ years of experience in a project level (program level desired) management capacity. Familiar with use of Earned Value project management techniques (e.g. served as a CAM). Knowledge of and familiarity with commercial and FAR/DFAR contracting regulations -- experience with federal ITAR regulations and US State Department licensing is considered a plus. Familiarity with ISO 9001 and/or AS 9100 Quality Management processes & procedures. Familiar with (experience preferred) Microsoft Project, GANTT, PERT and CPM charts.
