Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a HOUSING MANAGEMENT ASSISTANT (TITLE 32), Position Description Number D0604000 and is part of the IL DCSOPS, National Guard. Responsibilities As a HOUSING MANAGEMENT ASSISTANT (TITLE 32), GS-1173-8, you will are responsible for managing a warehouse operation and the billeting of a variety of temporary quarters to include barracks, BOQs, BEQs, and VIP housing as well as other troop buildings in the cantonment area (e.g., administrative buildings, mess halls, and dining facilities). Major Duties - This is NOT an all-inclusive list: Assign troop buildings, furnishings, and equipment in the cantonment area in consideration of such factors as size of units, troop numbers, type of unit, serviceability and availability of building space and desire to maintain unit integrity while effecting maximum utilization of space. Supervise the issue and turn-in of buildings to include the conduct of joint tenant-management inspections for the purpose of providing tenant directives and instructions. Evaluate the cleanliness, maintenance, and habitability of quarters and verifying inventory of furnishings and equipment issued. Oversee issuance of certificates of nonavailability and the collection and records maintenance of costs of laundering linen, maid service, and other services directly connected with the operation of bachelor accommodations. Manage a warehousing operation responsible for receiving; storing and issuing furnishings and equipment; equipping troop buildings in the cantonment area; maintaining an adequate amount of furnishings and equipment to fulfill supply demands and maintaining inventory of property accounted for by the housing division. Ensure employees observe regulations and rules on housekeeping, conduct and safety. Coordinate the operation, maintenance, and utilization of troop buildings with other organizations in the graining site. Formulate and review standing operating procedures pertaining to the issuance and inspection of buildings and furnishings. Assign work and review the results of work performed. Establish performance standards and complete or review employee performance of all subordinates. Initiate personnel actions to fill, reassign, promote, change job structure, etc. Counsel employees, adjust informal complaints and grievances through discussion with employee and union representatives and initiate disciplinary actions as needed. This is an excepted service position that requires membership in the Illinois National Guard and in the military grade listed in the announcement. May be required to successfully complete a trial period. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. Must be able to obtain and maintain the appropriate security clearance of the position. Participation in direct deposit is mandatory. Qualifications AREA OF CONSIDERATION: The areas of consideration for this position, Title 32 Excepted Service (32 U.S. Code § 709), will be in the following manner and sequence: The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG. The SECOND area of consideration will be all current Federal Employees. The THIRD area of consideration will be all Federal re-employment eligible. The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership. The FIFTH area of consideration will U.S. Citizens. Military Grades: Enlisted - May not exceed the rank of SFC. SPECIALIZED EXPERIENCE: GS-08 LEVEL - MUST possess the specialized experience, education or training in billeting management procedures and general business practices related to management of housing facilities; experience in managing and controlling budgets, materials, manpower needs, contracts, and other viable resources; experience developing recommendations and planning documents containing justification for housing resources. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
