Essential Functions
  • Conducts financial inquiries and financial background suitability reviews of casino and video gaming industry participants, business entities, and individuals for initial licensure and annual renewal of licensure.
  • Conducts financial reviews of casino and video gaming licensees for their annual renewal of licensure to assist in ensuring financialcompliance with the laws, rules, and regulations as set forth by the Video Gaming Act, 230ILCS 40/, the Riverboat Gaming Act 230 ILCS 10/, and the Illinois Gaming Board\'s adopted rules and regulations.
  • Reviews, analyzes, and compiles financial operational and other relevant proprietary and non-proprietary information gathered during reviews, financial inquiries, and financial background suitability reviews.
  • Assists the Supervisor with the development of financial suitability review documents.
  • Assists investigators from other Gaming sections during administrative and criminal investigations regarding financial issues.
  • Performs other duties as required or assigned, which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
  • Requires knowledge, skill, and mental development equivalent to completion of four years of college with coursework in accounting, finance or auditing.
  • Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in a public or private sector accounting or auditing office.
  • Requires Active Status as Registered or Licensed CPA.
Conditions of Employment
  1. Pass Illinois Gaming Boards background investigation (background check).
  2. Requires ability to travel in the performance of duties, with overnight stays as appropriate.
  3. Requires appropriate, valid drivers license.
  4. Must comply with theState Officials and Employees Ethics Act: No State employee who works for the Illinois Gaming Board, or spouse or immediate family member living with such person shall, during State employment, hold an ownership interest in, other than a passive interest in, a publicly traded company, in any gaming license under the Illinois Gambling Act, the Video Gaming Act, the Illinois Horse Racing Act of 1975, or the Sports Wagering Act.
  5. Must comply with the Illinois Gambling Act: No person shall be employed to serve the Board who is, or whose spouse, parent or child is, an official of, or has a financial interest in, or financial relation with, any operator engaged in gambling operations within this State, or any organization engaged in conducting horse racing within this State.
  6. Must comply with the Illinois Gambling Act: For the one year immediately preceding employment, an employee shall not have been employed or received compensation or fees for services from a person or entity, or its parent or affiliate, that has engaged in business with the Board, a licensee, or a licensee under the Illinois Horse Racing Act of 1975.
Preferred Qualifications
  • Prefers three (3) years of professional auditing experience.

  • Prefers three (3) years of professional experience using government standard/legislated rules (or similar) to conduct audits.

  • Prefers three (3) years of professional experience developing and implementing policies and procedures, related to financial transactions and audit standards.

  • Prefers two (2) years of professional exp erience communicating with both internal and external stakeholders, both orally and in writing, ensuring detailed and critical analysis of work performed.

  • This position is a union position; therefore, provisions of the relevant collective bargaining agreement/labor contract apply to the filling of this position.
