Monday-Friday, 8ap-5pm. Nights/weekends as needed, schedule may very based on departmental needs.

PAY RATE

Pay Range is $70,000 to 85,000 annually

DESCRIPTION

Salary: $70,000 - 85,000

POSITION SUMMARY:This position is the lead of the Neighborhood Programs (NP) Team which is responsible for a variety of services and programs that support community members and stabilize and strengthen South Bend neighborhoods. The NP Team focuses on delivering resources to the community through development and implementation of direct services including grants, providing administrative support to partner non-profit organizations, and projects and programs that stabilize and improve neighborhoods. The Director performs a variety of supervisory, administrative, management, and technical work related to community development activities, code enforcement, grant administration, and coordination/planning/development for program implementation that supports the revitalization of neighborhoods and the community. Innovation, creativity, high energy and problem-solving are critical skills toward an incumbents success.

SUPERVISION EXERCISED:Direct supervision of the Neighborhood Programs Team members. There are a total of eleven team members, of which seven are direct reports.

ESSENTIAL DUTIES AND RESPONSIBILITIES:This list represents the types of duties required by the position. Other duties may be assigned as reasonably expected.

  • Leads and works with interdisciplinary project teams organized around specific housing and community development programs.
  • Assists with the development and implementation of the NP Teams work program.
  • Manages assigned staff, organizes workloads, motivates, and evaluates staff.
  • Provides leadership and direction for program implementation and community development activities.
  • Oversees implementation of projects and programs that provide direct services to the community, including home repair grant programs, the Rental Safety Verification Program (RSVP), and HUD certified housing counseling.
  • Thinks critically to develop and improve resources to address neighborhood challenges.
  • Oversees implementation of programs that have processes and requirements governed by federal, state, and local ordinances, regulations, rules, and/or laws.
  • Contributes to the development of the annual Team budget review and expenditures.
  • Researches, collects, and prepares data analysis for housing, neighborhood, commercial corridor, and capital improvement plans related to community development.
  • Completes administrative functions for non-profit partner agencies including responding to the Board of Directors, reporting, contract administration, and project/program activities.
  • Researches, coordinates, and writes grant applications related to areas of technical assistance, state and federal grants, community development, and housing counseling.
  • Coordinates with internal and external stakeholders to ensure successful implementation of programs and resources related to stable, safe, decent housing.
  • Functions as a liaison between the Department/Division/Team and City departments and community groups relative to specific activities.
  • Monitors legislation and inter-governmental decisions affecting the Teams operations.
  • Reviews and interprets regulatory information.
  • Makes public and private presentations and responds to inquiries from media and the public.
  • Provides program information, answers questions, and assists the public.
  • Efficiently uses computer hardware and software to maintain neat nd accurate records.

EDUCATION AND/OR EXPERIENCE:

  • Graduation from an accredited four-year college. Preference will be given to applicants with a Masters Degree in city, community, or urban planning, public administration, government, or similar field.
  • Minimum of four (4) years practical experience, including program and/or project management, in increasingly responsible positions.
  • An equivalent combination of education and experience that provides the required skills, knowledge, and abilities to successfully perform the essential functions of the position may be considered.
