Iowa Workforce Development is seeking applicants for the position of Bi-Lingual Career Planner at our IowaWORKSoffice in Sioux City, IA.

Position Summary

As a frontline representative at IowaWORKS, you will warmly welcome and assist all customers, ensuring respectful and professional experience. Your role involves identifying customer needs, delivering employment-related services, and collaborating with team members and partners for optimal service delivery.

Job Description

Provide a warm, professional welcome to all customers using standard scripts. Ensure respectful, courteous service while identifying customer needs. Collaborate with team members and partners to enhance the customer experience and offer feedback for improvement. Deliver specialized support for veterans on their first visit.

Support job seekers through coaching, skill-building, and job search guidance. Assist with resumes, cover letters, and mock interviews. Facilitate workshops and one-on-one sessions in person or virtually. Refer customers to relevant programs and events, process related paperwork, and accurately document all services and interactions in the system.

Provide guidance to customers on employment and training options, match job seekers with relevant opportunities using the IowaWORKS system, refer to partner services as needed, and share up-to-date labor market information.

Support employers with recruitment services and provide guidance on using the IowaWORKSsystem. Identify and engage potential new employer partners, develop and implement tailored recruitment strategies and events, and maintain ongoing follow-up with both businesses and job seekers. Use case management tools to track employer activity, enter job orders, and assess hiring needs through business outreach.

Assist unemployment claimants by connecting them with re-employment services and guiding them through the UI claims process in compliance with Iowa law and administrative rules. Review and verify claimant information using internal databases, adjudicate claim issues, and provide support during the appeals process, including preparation and participation in appeal hearings.

Essential Functions

  • Conduct assessments to determine customer eligibility for specialized services and suitable job referrals.

  • Deliver presentations and meet with job seekers and employers to promote IowaWORKS programs and services.

  • Communicate effectively with individuals from diverse backgrounds, providing respectful and inclusive customer service.

  • Interpret and apply technical materials, program guidelines, and Iowa Administrative Code and Rules accurately.

  • Collaborate as a productive member of a team to enhance service delivery and customer experience.

  • Use computers and virtual platforms to research, organize, document, and present information to customers and team members.

  • Maintain efficiency and composure in high-pressure or fast-paced environments with shifting priorities.

  • Manage multiple tasks and transition between duties without loss of quality or focus.

  • Assist customers both in person and virtually via phone or online platforms, offering clear, accurate information and guidance.

  • Provide exceptional customer service by welcoming individuals, identifying needs, and directing them to appropriate services and staff.

  • Monitor customer areas to ensure support is readily available and offer assistance as needed.

Hours of work: Monday-Friday 8:00am-4:30pm.

Minimum Qualification Requirements

Graduation from an accredited four-year college or university;

OR

an equivalent combination of education and experience substituting one year of full-time public contact work obtaining, analyzing and evaluating data such as job/claims interviewing, testing, referral and/or placement, sales representative, credit investigation, or related public contact work dealing with job applicants and employers in a variety of supportive clerical and outreach functions for one year of the required education with a maximum substitution of four years;

OR

employees with current continuous experience in the state executive branch that includes experience equal to twelve months of full-time work as a Workforce Associate.
