GGRC (Global Governance, Risk & Compliance) is responsible for developing a unified data-driven approach for oversight of all risk disciplines, including compliance, across the company to help ensure PayPal meets its regulatory and business objectives. Through our Global Entity Management (GEM) team, we help ensure that each of our international legal entities, through which we run our business, have the appropriate leadership, staffing, board and committee structure, and oversight programs.

This organization is also responsible for fulfilling PayPal’s commitment to combat money laundering, terrorism financing, and related financial crimes around the world, as well as ensuring a safe and secure work environment to protect PayPal’s people, property, and assets.

This role will report to the PMO Director, EU & APAC and assist in the following areas:

  • Provide leadership, direction and functional expertise to drive the implementation of the future state strategy, licensing (as well as de-licensing) program initiatives, key risk and compliance initiatives, and Internal Audit and/or Regulatory remediation projects with proven standardized project/program management tools, practices, and methodologies.

  • Maintain knowledge of the Licensing Decisioning Playbook and methodology for licensing strategy.

  • Partner with functional leaders and senior leadership from across the organization and business units to contribute to the development of licensing strategies, detailed program plans and roadmap prioritization.

  • Collaborate with stakeholders to define and provide executive-level reporting on progress against key initiatives, remediation projects, and business outcomes to demonstrate strong oversight.

  • Support change management strategies and communications.

  • Lead through influence, personal conviction, and sensitivity. Build trust and foster relationships with key stakeholders and partners. Build impactful cross-functional relationships by promoting the “one team” concept in a variety of ways on a daily basis.

  • Engage in the day-to-day activities enough to know how things are progressing, provide guidance where needed, ensure adherence to plans and expectations, hold teams and individuals accountable for milestones and deliverables, and escalate to leadership when needed.

  • Ensure that appropriate stakeholders are identified and engaged; ensure that business plans adequately address the requirements, including accurately depicting the activities and timing related to processes, people, systems and external events.

  • Follow established change management process and ensure appropriate documentation is maintained to evidence completion.

  • Work with external consultants and outside counsel to facilitate the completion of required license application granted by applicable regulators.

Qualifications:

The GGRC Project Manager will need to build strong relationships with PayPal business partners and within the GGRC organization to be effectively positioned to understand, communicate and influence plans, results, issues, and outcomes. This leader will work in a complex, fast-paced matrixed environment, replete with tight deliverable timeframes and multiple stakeholders, both internal and external. This position is expected to act independently and demonstrate strong initiative. This leader needs to influence outcomes, minimize and address conflict and demonstrate in-depth understanding of regulatory and examination expectations. The role requires a sense of urgency, passion for results, and personal accountability for achievement.

  • Ability to work across multiple lines of business managing licensing efforts, large scale complex project initiatives and remediation efforts with high attention to detail and accuracy; while multitasking and meeting deadlines despite competing priorities.

  • Experience with licensing program governance, licensing strategy development, and the execution of financial licensing projects (i.e. Credit Broker License, Credit / Banking License, Electronic Money Institution (EMI), FX Broker License, Payment Institution Licenses (PI), Money Remittance Licenses).

  • Experience managing large and complex organizational change projects.

  • Proven and demonstrated leadership skills including relationship building and collaboration skills with clear ability to influence, gain buy-in and negotiate with a diverse group of key business partners/stakeholders, including senior management.

  • Operate with strong integrity and the ability to handle projects of a sensitive and confidential nature.

  • Demonstrated ability to work independently, self-starter and highly motivated to work in a fast paced and changing environment.

  • Ability to prioritize work, meet deadlines, achieve goals, and work under pressure in a dynamic and complex environment.

  • Adaptable in unexpected situations, comfortable dealing with ambiguity and uncertainty and being dynamic in approach.

  • Possess solid analytical, problem solving, and critical / creative thinking skills.

  • Proven ability to operate simultaneously as an effective tactical as well as strategic thinker.

  • Demonstrates solid interpersonal skills and ability to build relationships with peers and business support partners.

  • Proven ability to operate in ambiguous environments and exhibit agility in navigating from current state to proposed solutions.

  • Flexible in working with geographically dispersed teams across different time zones.

  • Proven ability to thrive in an entrepreneurial environment.

  • Strong computer knowledge; excellent MS Word, Excel, Visio, and PowerPoint skills.

  • Superior verbal, written and presentation skills with experience presenting to Senior Leadership.

  • Bachelors graduate or equivalent with fifteen years of experience in compliance, operational risk management (includes audit, legal, credit risk, market risk, or the management of a process or business with accountability for compliance or operational risk), or a combination of both.

  • Minimum 7+ years of experience in project management with focus in licensing program management.
