Description Milliman's Medicaid Finance & Policy Practice is seeking a Senior Healthcare Consultant - Public Program Financing CPA to join our team. This position is ideal for an experienced accountant interested in working in a multidisciplinary team environment to help state Medicaid agencies and other health & human services clients implement payment and cost reporting initiatives. We are seeking an individual with experience analyzing, reporting, & auditing provider costs and leading project teams. Typical projects will be related to reimbursement methodology design, payment rate development and program funding strategies for wide range of provider services, including hospital, nursing facility, physician, behavioral health, residential, home and community-based services (HCBS), and child welfare. About Our Practice Milliman's Medicaid Finance and Policy Practice serves state Medicaid agencies and a wide variety of organizations significantly impacted by Medicaid reimbursement and funding, including hospital associations and safety net hospital systems. The practice is affiliated with the broader Milliman Medicaid Consulting Group consisting of 200+ professionals, including actuaries, healthcare consultants, attorneys, and statisticians. Responsibilities Manage project workstreams related to cost reporting, including: Assessment of cost reporting needs to support payment rate development Development and administration of cost reporting tools, including provider training, responding to provider questions, and following up with providers on issues related to cost data submission Development of cost reporting requirements and guidelines, including standardized chart of accounts and cost allocation Developing and implementing protocols for review and audits of submitted cost data Analysis of healthcare provider financial data collected through cost reporting tools, including existing tools and newly developed tools Coordinate work across multidisciplinary teams that include policy experts and actuaries Oversee data analysts and other healthcare professionals supporting cost reporting workstreams, including reviewing analytic work and ensuring Milliman's quality control processes and procedures are being followed Draft client reports and presentation materials Develop and implement external stakeholder engagement strategies related to cost reporting processes Support business development efforts and additional growth opportunities Professional Qualifications Bachelor's Degree required, with a preference for degrees in accounting, finance, business administration, or similar field Active Certified Public Accounting (CPA) license required 8+ years experience analyzing, reporting, and auditing financial data for healthcare providers, with a preference given to applicants who also have experience with child welfare data 8+ years experience completing, reviewing or auditing state or federal cost reports for healthcare providers, with a preference given to applicants who also have experience with cost reports for child welfare providers Experience researching, analyzing, and summarizing Federal and state regulations related to financial reporting for healthcare providers, with a preference given to applicants who also have experience with regulations related to financial reporting for child welfare providers Working knowledge of Medicaid program rules and regulations for provider payments, with a preference given to applicants who also have experience with rules and regulations for payments to child welfare providers Personal Qualifications Proficient in advanced Excel and other MS-based product techniques, including MS Word and PowerPoint Strong organization skills and attention to detail Ability to manage multiple projects at the same time Interest and aptitude for performing and manag
