Sarasota County Government Housing Recovery Project Manager - Resilient SRQ in Sarasota, Florida

Sarasota County Government is seeking a Housing Recovery Project Manager to oversee and implement housing programs, including rehabilitation, reconstruction, and reimbursement projects, funded by the Community Development Block Grant – Disaster Recovery, (CDBG-DR). Sarasota County received $201.5 million for CDBG-DR, a federally funded program to support the unmet needs of Sarasota County with the impacts from Hurricane Ian, being implemented through the “Resilient SRQ” program. This position will oversee and provide direction for all aspects of the housing rehabilitation, reconstruction, and reimbursement programs for Resilient SRQ, while maintaining compliance with the CDBG-DR requirements. This is a unique opportunity for an individual who wants to make an impact in the community by assisting Sarasota County residents recover and repair their homes following the impacts of Hurricane Ian. This grant funded position will last approximately 5-6 years.

Project Administration and Oversite:

  • Oversees the Resilient SRQ Housing Recovery unit, which consists of the rehabilitation and reconstruction of homes impacted by Hurricane Ian along with the homeowner reimbursement program.

  • Develops and manages the intake and processing of applications, determining an applicant’s eligibility in accordance with program guidance, and providing reimbursement for homeowners.

  • Manages a team of personnel including but not limited to case managers, housing inspector, program ambassadors, and compliance staff. Ensure staff are providing the delivery of housing assistance in strict adherence to applicable federal, state, and local program eligibility guidance.

  • In coordination with the Resilient SRQ Program Manager, develops, administers, routinely assesses, and implements program policies and process workflow improvements in the delivery of housing services to eligible applicants of the Resilient SRQ housing programs.

  • Develops and implements program goals and monitors output.

  • Hires program staff and administers trainings for incoming staff members, contractors, and/or subrecipients.

  • Manages and addresses concerns and complaints from homeowners.

    Program Compliance and Monitoring:

  • Coordinates with the Program Manager and OFM Grants team on fulfilling grant reporting requirements.

  • Develops monitoring and compliance procedures for CDBG-DR programs and subrecipients.

  • Maintains a strong knowledge of the federal requirements for the CDBG-DR eligibility criteria through research, review of policies, and training.

    Community Outreach:

  • Works with the communications associate and program manager to promote the Resilient SRQ Housing Recovery Program.

  • Builds and maintains effective relationships with community partners.

Work Hours: Monday- Friday, 8:00 am- 5:00 pm

About You

To thrive in this position, you must have:

  • Bachelor's degree in Public Administration, Business, Finance, Planning, Industrial/ Engineering Technology or job-related field AND three (3) years of professional job-related experience.

  • Master’s degree preferred and can count for one-year or experience.

  • 2 or more years of supervisory experience

    • OR - Seven (7) years professional job-related experience in management of technical projects/programs and strategic planning may substitute for the required education.
About Everything Else Starting Pay Range: $75,000.00 - $84,000.00, based on your experience. Full Position Salary Range (future earning potential): $57,137.60 - $98,176.00 Benefits:
