ABOUT THE POSITION:

The City of Santa Rosa is seeking a passionate professional to serve as Housing and Community Services Manager in the Leased Housing Division.

This is a professional level management classification located in the Department of Housing and Community Services. Under general direction from the Director of Housing and Community Services, an incumbent exercises independent judgment in the development, implementation and managementof housing, community services, homelessness, mobile home, rent control, and code enforcement programs.Additionalresponsibilities include direct and indirect supervision of management, professional, technical and office support personnel.

IDEAL CANDIDATE: The ideal candidate will be a strong leader with a proven track record of managing Housing Choice Voucher and Emergency Housing Voucher programs in a fast-paced and dynamic environment. Knowledge of specialty vouchers within the Housing Choice Voucher program is ideal. The ability to comprehend, communicate and implement complex and ever-changing regulations is necessary for success. Flexibility, attention to detail, and self-management are critical skills, and outstanding customer service and the ability to cultivate good relationships with landlords, community advocacy groups, and program participants are crucial for success in this position. Experience managing a dynamic and diverse team is essential.

Examples of Duties and Responsibilities

Essential Duties: The following duties are considered essential for this job classification:

  • Plan, organize and direct the operations and activities of area of assignment;
  • direct and participate in the development, modification, and implementation of program goals, objectives, policies, procedures and priorities;
  • prepare and administer the annual budget for area of assignment;
  • supervise, train, and evaluate staff;
  • supervise complaint resolution;
  • develop, implement and monitor new programs and modify existing programs as required by changes in laws, regulations, and rules;
  • maintain records and prepare a variety of reports, correspondence, grant applications, and other written materials;
  • originate and monitor contracts, including budgets and financial reports, to ensure compliance;
  • monitor ongoing program and/or project activities for contract compliance;
  • confer with and make presentations to representatives of other City departments, governmental agencies, policy boards, and a variety of business and community organizations;
  • testify on behalf of the Department at government hearings and public meetings; and
  • serve as the Acting Director of the Department as assigned.

ADDITIONAL DUTIES: In addition to those general duties outlined above, there are duties that are essential to each functional area. These duties may be assigned to any incumbent to accommodate work load or to utilize efficiently the knowledge and experience of the incumbents. Leased Housing Oversee the administration of the Federal Housing Choice Voucher Program, including eligibility and property inspection functions, fair hearing process, reporting requirements with Housing and Urban Development, and manage resources in a changing regulatory environment. Neighborhood Revitalization Oversee the administration of the City of Santa Rosa's Neighborhood Revitalization Program, a multi-disciplinary effort that focuses City resources on key residential and/or commercial neighborhood issues such as property conditions, public safety, formation of owner, resident, and business associations, and specialized programs to assist at-risk youth.
