Rigid Tactical Program Manager (EODTEU-ONE) in San Diego, California

This position is contingent on award of a government contract.

Rigid Tactical is currently seeking a Program Manager to support training services for Explosive Ordnance Disposal Training and Evaluation Unit One (EODTEU-ONE) courses of instruction at Naval Base Point Loma, San Diego, CA. These services will include instruction of military and civilian personnel, related instructional support, and curriculum maintenance for courses/segments in the areas of Explosive Ordnance Disposal (EOD), Unmanned Maritime Systems (UMS), and Chemistry.

(Full time - Salary Range will be from $75k - 110K)

Qualifications/Requirements

  • Must have at 10 years’ experience as an EOD Technician.

  • Prefer to have a Program Management Professional Certification.

  • Prefer to have a bachelor’s degree (preferably with Business Management or MBA)

  • Must have at least 2 years’ experience in managing DOD training contracts that are similar in scope to this requirement.

  • Possess or qualify for a Security Clearance of SECRET

  • Duties/Responsibilities:

  • Respond to Infractions/violations of student compliance, safety standards and procedures.

  • Respond to disciplinary problems between contract employees and military staff or students such as fraternization, sexual harassment, or racial discrimination.

  • Assign qualified instructors to each Division area; coordinate teaching assignments.

  • Manage a Quality Control Plan.

  • Maintain records of all instructor evaluations and make available for Government review.

  • Advise contract instructional personnel of instruction curricula changes and updates, changes to command policy.

  • Submit monthly, quarterly and special/data reports as required.

  • Manage the preparation and maintenance of personalized lesson plans for each subject area.

  • Review all Instructor Lesson Plans for technical accuracy.

  • Review test items, quizzes, homework, and other instructional materials for completeness and conformity with the curriculum and submit written recommendations for changes.

  • Submit written recommendations for curriculum updates to the Division leadership.

  • Conduct curriculum surveillance and make interim changes upon Government approval.

  • Participate in the Formal Course Review process.

  • Maintain currency in safety standards and participate in annual safety stand-down training topics that pertain to classroom and laboratory safety.

  • Manage testing processes; support steps to preclude the possibility of cheating and/or test compromise.

  • Make assignments to support test construction, test item analysis, and test review boards.

  • Manage the conduct of student critiques in accordance with Navy School Management Manual (NAVEDTRA 135) and local directives.

  • Manage assignments for academic counseling and/or training remediation.

  • Provide academic/performance comments concerning students having special military request to the instructor supervisor for submission to the Division leadership.

  • Manage operational checks on training equipment, devices and aids, daily as specified in each course statement of work. Report all inoperative equipment to designated personnel.

  • Manage inventories of written instructional materials; submit shortage list to designated personnel.

  • Perform training related corrective maintenance to correct instructor installed faults on assigned technical training equipment/simulators used in maintenance-oriented courses.

  • Coordinate required and/or recommended changes in curriculum, testing, classroom arrangements, scheduling, and teaching methods concerning assigned topics with the Division leadership.

  • Reconcile instructor assignments with course master schedule and daily training schedule.
