State of Utah - Jobs TTQP Coordinator in SALT LAKE CITY, Utah

The Utah Department of Transportation's (UDOT) Central Materials is looking for an outgoing individual as the TTQP Coordinator (Engineering Technician IV). This position oversees a variety of Quality Assurance activities and programs including,developing and managing a formal qualification program. You will develop,modify,and edit qualification materials as applicable.  You will support the state-wide Transportation Technician Qualification Program (TTQP) for Materials Testing Technician's.  This includes setting goals,establishing priorities,managing resources,developing concepts and approaches,reviewing projects progress and results,and making management decision. You will regularly use and implement technology solutions to improve the experience of candidates and keep records and processes within the Department's Learning Management System. Principle Duties This position is part of the Transportation Technician Qualification Program group that handles the Department's material testing certification program. The roles and responsibilities for this position include but are not limited to:

  • Coordinating qualifications,registration,and support for employees and partners who are pursuing TTQP/WAQTC materials testing certifications.
  • Administer (proctor) written and hands on practical performance exams for certification field operating procedures for TTQP and WAQTC exams.
  • Evaluate exam results and make recommendations to candidates based on weaknesses and strengths shown during testing.
  • Develop and coordinate ongoing WAQTC and TTQP program requirements.
  • Write and/or draft TTQP Manuals,such as Laboratory LBTT,Concrete Strength CSTT,Super Pave Mix Designs SMD,etc.
  • Examine documents,such as WAQTC Submittals for Certification Manuals,to verify applicability,legibility,completeness,and accuracy.
  • Review and update manual/exam criteria and validate each against AASHTO's criteria.
  • Provide input to AASHTO test specifications,primarily through WAQTC.
  • Analyze and test math formulas. Conduct and expand performance/practical lab testing.
  • Interpret results and/or implement changes.
  • Ensure compliance with applicable Federal and/or State laws,regulations,and/or Agency rules,standards and guidelines,etc.
  • Receive,research,and respond to incoming questions or complaints; provide information,explain policy and procedures,and/or facilitate a resolution.
  • Keep the practical laboratory maintained and functional for certification purposes. 
  • Coordinate reciprocity for ACI and WAQTC certifications.
  • Partner and communicate with UDOT Region and Consultant Materials Trainers to assist them in their stewardship of providing qualified technicians seeking materials certifications. 
  • May participate in regional WAQTC meetings and provide input as a representative of UDOT.

The Ideal Candidate The best candidate for this position:

  • Completed the Transportation Education Program (TEP),NICET Level IV,T3,or M3 training and has at least 24 months of experience in the construction or materials testing fields or a combination of directly related education and experience.
  • Will have a valid driver license required to drive a motor vehicle on a highway in this state per UCA53-3-202(1)(a).
  • Will be fully TTQP/WAQTC Certified (hold all the following certifications: CTT,SRDTT/DTT,EBTT,AGTT,ASTT,SM D,LBTT,CSTT) or have the ability to become fully certified within 12 months.
  • Have a working knowledge in learning management systems.
  • Be a positive member of the team,including evaluating operations and chiming in with recommendations.

  • Comfortable giving written and/or oral instructions

  • Use basic/business math,including algebra,to solve problems
  • Review and/or edit documents for accuracy and completeness
  • Research methods,techniques,and/or sources of information
  • Speak clearly,concisely and effectively; listen to,and understand,information and ideas as presented verbally
  • Comfortable with public speaking,teaching,and presenting in-person and online
  • Work with or contribute to a work group or team to complete assigned task(s).
  • Use State or agency-specific software application program(s).
  • Read and interpret data from scientific instruments or equipment.
  • Agency objectives,organization,structure and mission.
  • Communicate information and ideas clearly,and concisely,in writing; read and understand information presented in technical writing.
  • Facilitate or lead meetings,teams,or work groups to encourage participation,build mutual trust,respect and cooperation among participants.
  • Principles,theories,and practices of group dynamics and/or team development.

  • Statewide travel may be required on occasion.
  • Not eligible for remote work.
  • Working Conditions - Everyday Risks - Risks found in the typical office setting,which is adequately lighted,heated and ventilated,e.g.,safe use of office equipment,avoiding trips and falls,observing fire regulations,etc.
  • Physical Requirements - Moderate - Work requires physical exertion. May require the ability to stand; walk over rough surfaces; bend,crouch,stoop,stretch,reach,lift moderately heavy items (up to 50 lbs.) in a recurring manner and/or for long periods of time.
  • Employee may be reassigned to a different location as deemed necessary by the Region Director/Group Leader.
