State of Utah - Jobs Administrative Services Manager - Return in SALT LAKE CITY, Utah

Return Utah The Return Utah program is similar to an internship designed for adults looking to re-enter the workforce after an extended absence. These opportunities are structured as return-to-work positions that provide the experience,training,skills,and mentoring an individual s need to return to the workforce.   Return Utah is a 16-week program for people who have taken a career break for at least one or more years for reasons such as starting or raising a family,caring for a family member,chronic illness,enhanced education,other personal/career related needs,etc. Those serving,separated,or retired from military service and their spouses and/or partners are not required to meet the two-year requirement.  A career break of any length makes them eligible to participate in the program.   This is a full-time,intent-to-hire Return Utah opportunity. Upon completion of the program,based on performance,participants may receive an offer of employment.   To be eligible for this return-to-work opportunity,candidates must:

  1. Be on a career break of one or more years at time of application unless currently serving,recently separated,retired from military service,or supporting a military spouse/partner.
  2. Have prior professional experience in functional area of interest
  3. (Optional for intent to hire positions only) Have interest in returning to a full-time position

The Department of Environmental Quality is looking to fill an Administrative Services Manager position in the Division of Drinking Water.  Job Description

  • Prepares and monitors Division s annual budget
  • Reviews fiscal operations to ensure integrity,accuracy,and control of data,and prepare and present fiscal reports as needed.  
  • Monitors agency contract services activities and implements controls and standards to monitor the processing and review of contracts.
  • Supervises subordinate personnel including hiring,determining workload,and delegating assignments,training,monitoring,and evaluating performance.
  • Oversees GRAMA requests.
  • Oversees EPA grants and State Revolving Funds used for drinking water infrastructure.
  • Coordinates and/or manages support services such as: telecommunications,motor pool,inventory of equipment including computers and supplies,mail processing,etc.  

*Ideal Candidate * The ideal candidate will have the following:

  • Experience in preparing financial reports and documentations
  • Experienced in implementation of budget management principles,theories,and practices  
  • Experienced in implementation of business administration principles,theories,and practices in area of accounting,human and material resource management,sales and marketing,economics,and office information and organizing systems
  • Experience in supervising personnel.
  • Possesses in-depth knowledge of government appropriations and budgeting processes
  • Ability to use logic to analyze or identify underlying principles,reasons,or facts associated with information or data to draw conclusions
  • Ability to deal with people in a manner which shows sensitivity,tact,and professionalism
  • Able to follow applicable laws,rules,regulations and/or policies and procedures
  • Knowledgeable in inventory control principles,theories,and practices.
  • The ability to comprehend and effectively communicate complex information and ideas to a varied audience orally and in writing.
  • The ability to ensure day-to-day work is in alignment with division strategic direction.
  • Ability to lead and implement process improvement initiatives.
  • Ability to think strategically,anticipate future needs and effectively develop and execute agency policies and proces ses.

Preferences

  • Bachelor s degree or higher in Accounting or a related field,including advanced degrees.
  • OR an equivalent combination f relevant education and paid professional employment directly related to the above tasks.

Work Location This position may be eligible for remote or hybrid/flexible work schedule after* in-office training during the first few months of employment. Our office is located 195 North 1950 West,Salt Lake City,Utah. A position's eligibility for remote work is established by agency management and is subject to change at their discretion at any time and for any reason.  Note: Under Administrative Rule R13-4 all work must be performed within the State of Utah.
