The Field Operations Supervisor plays a critical role in leading and overseeing outreach efforts to Minnesota’s diverse veteran communities, with a specific focus on engaging tribal nations and supporting veteran services within these communities. This position exists to provide leadership, supervision and training of the Field Operation Divisions' Tribal Veteran Service Officers, Veteran Claims Representatives and Veteran Claims Representatives Seniors (Veteran Service Officers) of the Minnesota Department of Veterans Affairs (MDVA).

This role will establish and maintain professional relations with the United States Department of Veterans Affairs (USDVA) leadership and employees of the Veterans Benefits Administration (VBA), Veterans Hospital Administration (VHA) and Board of Veterans Appeals (BVA). The position will establish and maintain professional relations with County Veterans Service Officers and National Veterans Service Organizations for business needs. In addition, this position will use department electronic data collection system (VATS) to create reports for leadership as well as to adjust to day-to-day business needs or business model.

This position is eligible for hybrid telework. Employees may generally telework up to 50% of their scheduled workdays in a month.

Minimum Qualifications

Three (3) years of experience in at least three (3) of the following areas relevant to Veterans benefits, Veterans Programs, or Veterans disability/medical claims:

  • Interviewing claimants.

  • Investigating/researching claims.

  • Advocating/recommending disposition of claims.

  • Approving claims.

  • Documenting technical decisions.

  • Interpreting and applying guidelines, rules, laws, and/or policies and procedures.

  • Providing technical assistance.

  • Presenting at hearings or conferences.

AND

  • Interpersonal skills sufficient to provide guidance, direction, and constructive feedback.

  • Ability to plan, evaluate and organize work, set priorities, and determine resource requirements.

  • Ability to determine short-and long-term goals and strategies; coordinate with other organizations to accomplish goals; monitor progress and evaluate outcomes.

STATUTORY ELIGIBILITY REQUIREMENTS

To be considered eligible for appointment to this position, as technical staff defined in Minnesota Statutes 196.07, applicants must meet the following criteria defined in section 196.02:

  • (1) Residence in the State of Minnesota,

  • (2) Citizenship in the United States, and

  • (3) Veteran of the armed forces of the United States as defined in section 197.447.

197.447 Veteran, defined: The word "Veteran" as used in Minnesota Statutes, except in sections 136F.28, 196.21, and 243.251, means a citizen of the United States or a resident alien who has been separated under honorable conditions from any branch of the armed forces of the United States after having served on active duty for 181 consecutive days or by reason of disability incurred while serving on active duty, or who has met the minimum active duty requirement as defined by Code of Federal Regulations, title 38, section 3.12a, or who has active military service certified under section 401, Public Law 95-202. The active military service must be certified by the United States Secretary of Defense as active military service and a discharge under honorable conditions must be issued by the Secretary.

Preferred Qualifications

  • Supervisory, lead worker or other leadership experience.

  • Claims adjudication experience.

  • Experience in public speaking.

  • Knowledge of USDVA and MDVA Benefits and Programs rules and regulations.

  • Experience working with Veterans in medical facilities

  • Bachelor’s degree in business, communication, Liberal Arts or a closely related field.

Additional Requirements

  • Applicants will be required to submit an original or certified copy of their DD214 if called for an interview. The hiring process will not be delayed if selected interviewees are unable to produce a DD214.
