U.S. Army Corps of Engineers Facility Operations Specialist in Saint Louis, Missouri

Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel within the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as Facility Management Specialist performing duties, which include surveillance and coordination of the maintenance of physical facilities, floating plant, infrastructure, utilities, and grounds. Responsibilities Assists managers in the development of long range, multi-year work plans for operation, maintenance, and repair of Lands and Facilities to enhance achievement of organizational goals and objectives. Revises plans when completed to adjust to changing priorities with respect to operations, maintenance and repairs functions. Determines work effort and methodology to accomplish work orders prepared by other project specialist such as Rangers, Foresters, Biologists, Operations Manager, etc. Determines Quality Assurance necessary to fulfill contractor obligations of the government is Quality Control of contracts at lands and facilities. Prepares scopes of work to be contracted, plans and specifications for performance of work, estimates of time, materials, equipment and costs, etc. Formulates and enforces policy regarding standards and technical maintenance and repair policies for facilities. Determines repair projects and annual work plan scope of work considering operability, adaptability, ease and cost of maintenance. Participates in project design process, review of design analysis, plans, specifications, construction, and other engineering activities for Rivers Project or Service Base facilities. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Minimum Qualifications GS-11: Specialized Experience: One year of specialized experience which includes planning and/or administering operation, maintenance, repair, and/or construction assignments for a facility; overseeing and/or identifying the need for construction and/or service contracts; and providing technical advice to internal and/or external customers regarding facility management. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position such as engineering, industrial arts, property management, or business administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Employees live in various locations in Missouri and Illinois. Commuting times vary, but are generally no more than 45 minutes one way. Transportation subsidies are available for mass transit users. There is a 1% city earnings tax charged to all who live or work in the St. Louis City limits. This position will be located in St. Louis, MO and will allow for situational telework only.
