We are seeking a Principal Procurement Specialist to join the Air Traffic Solutions (ATS) team within the Connected Aviation (CA) / Avionics organization. The CA Supply Chain team is the first point of engagement to drive compliant solutions by optimizing cost, quality and schedule using Customer Oriented Results and Excellence (CORE). We manage the flow of goods and services by strategically partnering with our stakeholders and our preferred supply base.
What You Will Do:
Support the lifecycle of a procurement / program, from R&D through low-rate initial production, production/deployment, sustainment, and program closeout
Collaborate cross-functionally across Integrated Product Teams (IPTs) and externally with suppliers
Execute bid/proposal activities, PIAs/NDAs, and Teaming Agreements for new business and strategic pursuits
Review and help develop Subcontract Statements of Work (SSOW) with Integrated Product Teams
Utilize source selection techniques including best value source selection (BVSS), competition, and single/sole source
Perform price analyses, conduct due diligence, lead negotiations (price, schedule, terms/conditions), and identify, risks & opportunities
Negotiate, award, document, and manage IOTs, POs, and Subcontracts for materials, software, and services in support of domestic and international commercial, DoD, FAA, and FMS contracts while ensuring compliance with Government (FAR, DFAR, AMS), Customer and company requirements
Manage and monitor supplier performance (cost, schedule and quality) to ensure compliance with contractual obligations
Support PO related invoice approvals and inquiries
Solve problems affecting order placement
Qualifications You Must Have:
U.S. Person (U.S. citizen, permanent resident, or granted refugee or asylee status) as defined here: https://www.ecfr.gov/current/title-22/chapter-I/subchapter-M/part-120/subpart-C/section-120.62
Typically requires a University Degree and minimum 5 years prior relevant experience or an Advanced Degree in a related field and minimum 3 years of experience
At least 2 years procurement experience including solid knowledge of procurement process and experience utilizing multiple methods of price analysis
Familiarity with purchasing hardware, software, SSOW, and service requirements
Experience with Microsoft Office products including Word, Excel, and PowerPoint
Qualifications We Prefer:
Bachelor's degree in Business Administration, Supply Chain, or related field
Master's Degree
Experience in a similar contracts/procurement role
A compelling need for (and the ability to prioritize) compliance to company policies and procedures
Experience in sourcing, placing orders, price analysis, negotiations, PO documentation, and supplier management
Experience purchasing hardware, software, Statements of Work, and service requirements
Experience with FAR, DFAR, and FAA AMS
Experience working with cross-functional teams
Experience in SAP
Experience or familiarity with international requirements (including Import/Export regulations)
Strong interpersonal
Strong critical thinking skills
Effective collaboration skills
Ability to work both independently and in a team environment with little oversight
Excellent problem solving skills
Able to manage multiple priorities with a sense of urgency

The salary range for this role is 82,000 USD - 164,000 USD. The salary range provided is a good faith estimate representative of all experience levels.
RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
