Financial Planning & Analysis Manager

ICF is seeking an experienced Financial Planning & Analysis Manager to provide leadership, management, and day to day Supervision for the Tribal Financial Management Center (TFMC) grants and financial management training and technical assistance (TTA) Team. TFMC provides support to American Indian/Alaska Native (AI/AN) Tribal grantees and communities that receive funding under Office of Victims of Crime (OVC) and other Department of Justice (DOJ) grants. This opportunity will allow the Team Leader to support the Department of Justice’s OVC in their continued commitment to provide relevant resource and tools to the American Indian and Alaska Native communities. Specifically, the Financial Planning & Analysis Manager will work with OVC to provide AI/AN grantees and AI/AN victim-serving organizations with financial management training and increase grants management knowledge and skills to ensure that victim assistance is provided to all survivors of crime.

Key Responsibilities:

  • Provide day to day leadership and management for the TFMC Financial Specialist Team.

  • Maintain and support a positive work environment.

  • Maintain communication across all TFMC teams and provide support and communication with OVC and DOJ programs and staff when needed.

  • Work with TFMC staff and teams to coordinate outreach, assessment, planning, technical assistance, data collection, data management, and reporting to support AI/AN grantees and reporting requirements.

  • Evaluate employees and support them in enhancing service delivery to AI/AN grantees.

  • Design and provide professional development to assist team members in improving skills and services to grantees.

  • Provide comprehensive and targeted financial management training and technical assistance (TTA) to the OVC’s AI/AN grantees and organizations including successful financial and accounting policy and procedure development and implementation.

  • Deliver both onsite/in-person and remote financial management training and technical assistance to grantees.

  • Support grantees with creating sustainable organizational financial management infrastructures.

  • Conduct assessments of the financial management capacity of grantees.

  • Conduct comprehensive reviews of existing financial and grants management tools.

  • Contribute to development of resources to assist with strengthening the organizational financial management capacity of grantees.

  • Work with the project team to develop plain language financial management resources.

  • Participate in regional meetings as needed.

Basic Qualifications:

  • Bachelor's degree in any finance and accounting field from an accredited institution, or in other concentration area with equivalent accounting and grant experience allowed. Master’s degree preferred.

  • Minimum of 5+ years of experience in financial management, accounting, Federal grants management, business administration or organizational development-related disciplines within the victim services field.

  • Minimum of 5 years supervisory experience.

Preferred Skills

  • 5+ years of experience in one of the following:

  • Experience providing, developing and/or training services related to victim services for members of AI/AN communities

  • Experience providing financial support services to members of AI/AN tribal communities

  • Experience with technology, e.g., setting up audio/visual equipment and comfortable with technologies that facilitate virtual meetings and communication.

  • Ability to plan, organize, and manage the provision of direct technical assistance services to the field; evaluate curriculum or training; conduct needs assessments; or develop publications.

Professional Skills

  • Ability to communicate effectively and provide training and technical assistance using the full range of financial management, accounting, business administration or organizational development-related disciplines.

  • Demonstrate excellent analytic and communication skills and a client-service orientation.

  • Ability to plan, organize, and manage the provision of direct technical assistance services to the field; evaluate curriculum or training; conduct needs assessments; or develop publications.

  • Applicants should have the ability and willingness to travel up to 20%.
