Summary This position is located at the Veterans Administration Medical Center at Roseburg, Oregon. The Electrician is assigned to the Operations and Maintenance Division in the Facilities Management Service. Responsibilities Major duties include, but are not limited to: The incumbent is assigned a wide variety of duties of a journeyman electrician involving installation, modification, repair, troubleshooting, loading new and existing electrical lines, preventive maintenance and testing of complex electrical systems, circuits, equipment, appliances, controls, components, and lighting fixtures. Performs maintenance and repairs to electrical equipment including, but not limited to transformers, feeders, motors, generators, starters, automatic transfer switches, overload and over current protectors and controllers. Troubleshoots and maintains electric and electronic control circuits on various equipment including but not limited to laundry equipment and dietetic equipment. Selects proper wire gauges, insulation, protective devices and switching for a variety of equipment, lighting and miscellaneous electrical loads. Balances service loads over three phases. Properly calculates loads for feeders, branch circuits, and panel boards and be able to pull conductors through raceway systems, phase out and make connections. Works from building plans, wiring diagrams, engineering drawings, and electrical maintenance and repair manuals to plan and lay out the routing placement type, size, gauge, balance, load, continuity, and safe operation of electrical lines, circuits, systems, equipment and controls. Determines and places distribution panels, boxes, fittings, and connections and installs wiring, couplings, conduit, relays, fixtures, transformers, and other electrical devices. Plans and lays out work, tracing hard to locate defects or problems and completes repairs and installations with little or no advice. Meets the needs of customers while supporting the VA mission. Consistently communicates and treats customers in a courteous, tactful, and respectful manner. Provides the customer with consistent information according to established policies and procedures. Handles conflict and problems in dealing with the customer constructively and appropriately. Responsible for the observance of station fires and safety regulations. Performs other related duties as assigned. Work Schedule: Monday - Friday, 7:00am - 3:30pm PST Position Description Title/PD#: Electrician/PD30353A Physical Requirements: The position requires walking, running, climbing, crawling, lifting, kneeling, bending, squatting, carrying, reaching over/under, and pulling/pushing objects of varying weights and sizes. Work may require working in confined spaces. The incumbent works on equipment while cramped or in awkward positions. Incumbent must work off ladders, scaffolds, and platforms, and must be able to carry items that weigh up to 50 pounds. Requirements Conditions of Employment Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/19/2025. EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards. SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, the ability to perform the duties of an Electrician without more than normal supervision. Specialized experience include the following but not limited to: working independently as an electrician; utilizing knowledge of electrical theory and National Electrical Code requirements; installing, modifying, repairing and loading new and existing electrical lines, circuits, systems, and associated fixtures, controls, and equipment; using instruments and tools common to the electrical trade; reading and following wiring diagrams and blueprints to install or repair electrical equipment; using a variety of hand and power tools; and utilizing testing equipment. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. This position has a Selective Placement Factor: Failure to meet a selective placement factor will result in you not receiving further consideration. In addition to the minimum qualifications described above, you must meet the following selective placement factor: Journeyman Electrical License or equivalent to be required. Equivalent equates to 3 years of approved apprenticeship schooling. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. HCP also includes VHA personnel providing home-based care to Veterans and drivers and other personnel whose duties put them in contact with patients outside VA medical facilities.
