Onsite (Courthouse complex) childcare available at a discounted employee rate through Roseburg Professional Childcare (Fowler St. location only). Availability is subject to center waitlist.
Job Summary:
Assists County in gaining compliance with state building codes and county building ordinances.
Essential Functions:
This is not an exhaustive or all-inclusive list of responsibilities, skills, duties or functions associated with the job.
Perform inspections in building construction, remodeling and repair, installation of mechanical devices and plumbing system to assure compliance to appropriate codes.
Examine and evaluate all plans for review to meet minimum fire life safety, including manufactured home and RV parks.
Provide information at front counter regarding codes, etc.
Meet with architects, engineers, and other professionals for code compliance issues.
Inspect and evaluate structures (within certification level) while being constructed, remodeled or repaired (in areas of structural, mechanical, and/or plumbing); approve or disapprove work; write correction notices; enforce appropriate state specialty codes, assure construction, remodeling, or repair is in compliance with approved plans and state building, mechanical, and plumbing codes; conduct final inspection. Issue stop work order when directed by supervisor to do so.
Inspect fire damaged structures; estimate necessary repairs.
Inspect and approve manufactured home installations; IE: blocking, sewer, water, and electrical connections; decking.
Document inspections and establish and maintain record keeping.
As needed, examine plans, drawings, and specifications for proposed construction or remodeling projects. Work with builder/architect to correct code violation. Determine value of structure and issue building permits.
Provide information regarding permits, building codes, and compliance procedures to contractors, builders, and public.
POSITION REQUIREMENTS
SKILLS/QUALIFICATIONS:

Any equivalent combination of education and experience, which demonstrates the knowledge, skills and abilities required, will be considered. However, the following is preferred:
A-level certification in one of the specialty codes, supported by one- and two-family specialty dwelling code certifications; including manufactured home certification.
Experience and training requirements for A-level and one and two family specialty dwelling code certifications are established in ORS 455.715 through .740 and OAR 918-03-000 through 075, 918- 21-109.
Desirable qualifications: A-level certification in more than one specialty code.
Required:
At time of appointment, must possess valid Oregon drivers license.
Regular and consistent attendance
Position requires a considerable amount of driving. Finalist will be required to provide a court print driving record that meets the Douglas County Driver Policy (https://douglascounty-oregon.us/264/Driver-Policy) , as part of contingent offer of employment.
In addition to the above requirements, applications will receive further evaluation based on considerable knowledge of building construction, mechanical, and plumbing principles, practices, and procedures as applied to commercial and residential construction; considerable knowledge of construction and manufactured home inspection methods; city and county ordinances that govern building, mechanical, plumbing inspection. Skill and ability to conduct inspections, document findings, determine correction actions, and implement compliance according to appropriate specialty codes.
Ability to communicate effectively in both oral and written forms; conduct inspections, document findings, determine correction actions and implement compliance according to appropriate specialty codes; establish and maintain records and reports; make decisions independently in accordance with established rules and regulations and use initiative and judgment in carrying out tasks and responsibilities; utilize problem identification and resolution techniques; remain calm and use good judgment during confrontational or high pressure situations; efficiently manage time; courteously meet and deal effectively with employees, builders, architects, engineers, city officials and the public.
SCREENING & EVALUATION
While not part of initial applicant screening, the finalist for this position may be required to pass a criminal history background check as part of a contingent offer of employment.
To determine if physically qualified to perform the essential functions, employment offer is conditional upon satisfactory results of a post-offer medical exam conducted at county expense.
Driving Record: A current copy of your Court Print Driving Record must be attached to your application in order to be considered for this position. A Court Print Driving Record is obtained from the DMV and may take 5 - 7 days for delivery, longer for out-of-state.
