Director of Restart Community Residential

General Description

Provides leadership and direction to the Restart Community Residential programs and partners with the Vice President of Behavioral Health and Vice President of Housing & Crisis Stabilization in the strategic management of the community residential programs. This Associate Director will lead the evaluation, implementation and execution of the community residences’ transition to the intensive residential model per the OASAS regulations. Effectively supports ongoing and collaborative communication amongst all program staff, and is responsible for ensuring a trauma informed care environment.

Essential Duties and Responsibilities

  • Responsible for oversight, development and evaluation of the four community residential programs and the transition from the 819 OASAS regulations to the 820 Regulations for the Community Reintegration model

  • Provides direct supervision to the residential (and clinical) managers of each residence; provides timely and frequent feedback around opportunities for professional growth, performance management, and regular evaluations

  • Leads program staff in accordance with CFC’s mission, vision, and values while ensuring adherence to Agency policies and procedures

  • Participates in the interpretation, evaluation, and recommendation of policies, procedures in accordance with best practices and regulatory requirements for the effective operations of the program

  • Responsible for oversight of staffing needs; ensuring the managers have the required 24/7 coverage is in place; provides back up for staff as needed

  • Communicates pertinent information and reports in a timely manner to Vice President

  • Maintains effective team communication with residential (clinical and medical) staff for successful coordinated treatment for the clients

  • Participates as a member of the Agency’s leadership team; represents the Agency and maintains effective relationships with funders, regulators and community partners.

  • Responsible for ongoing quality assurance, utilization review, program evaluation and quality improvement activities to ensure that program standards are maintained for the successful service delivery and productivity of the program.

  • Monitors and reviews the performance of program services to ensure compliance with regulations and standards as promulgated by Federal, State, County or national governing or accrediting bodies or funders (OASAS, Medicaid, etc.)

  • Adheres to all applicable federal and state laws, including but not limited to, those governing client confidentiality, privacy, program standards and billing and documentation standards

  • Develops systems for accurate data collection and monitors for consistent use

  • Develops and executes necessary plans to improve program components as needed consistent with current best practice and regulatory requirements

  • Makes informed decisions and suggests creative solutions to challenges and conflicts

  • Ensures that programs are successfully integrating and providing quality services to clients

  • Handles both internal and external audits and reviews

  • Works collaboratively with all Managers to evaluate program services to ensure that programs are modified to better meet outcomes based on evaluation data.

  • Financial Management

  • Maintains residences with minimum vacancy rates by effective coordination and monitoring of residential management staff and the programs

  • Assists with financial management of the department including the utilization of human and capital resources, and preparation and monitoring of budgets.

  • In collaboration with other departments, develops and delivers fundraising activities and prepares grant proposals in support of agency goals

  • Participates in relevant Agency meetings and/or trainings

  • Actively pursues development of professional competencies related to job role performance through reading, supervision, in-service training and attendance at conferences and workshops.

  • Awareness and active support of the Agency's Mission, Vision, Values and Strategic Plan. Including, but not limited to, supporting the Agency's Core Competency initiatives of being Collaborative and Community Focused, Innovative and Entrepreneurial, and Culturally Competent and Diverse

Qualifications

Qualifications

Education: Bachelor’s Degree required.

Credentials: QHP credentials are required – CASAC, LMSW, LCSW, NCCC, LMHC, CRC, RN, or PhD.

Experience: A minimum of five years of experience in the human services field in care of persons with homelessness, legal, chemical dependency, substance use disorder, mental health services, or child welfare required. At least three years of program management and direct supervisory experience. The successful candidate will be professional, proactive, strategic, driven to accomplish and highly adaptable to change. In addition it is necessary to be deeply committed to excellence in service delivery, program standards, compliance and results based outcomes. Experience in the development and/or design of programs and assessment tools and/or their implementation to achieve maximum participant outcomes is preferred.
