Minimum Qualifications COMPETITIVE MINIMUM QUALIFICATIONS: Must be in title or on the Civil Service eligible list for this location or be eligible for transfer under Section 70.1 or 52.6 in a designated title determined by the New York State Department of Civil Service. NON-COMPETITIVE MINIMUM QUALIFICATIONS (NY HELPS) Contract Management Specialist Trainee 1: A bachelor’s degree or higher. OR Contract Management Specialist Trainee 2: A bachelor's degree and one year of professional experience managing contracts and related budgets including one or more of the following areas: negotiation with contractors and vendors; fiscal management, including bidding, payment, analysis, and fiscal reporting; contract development, including developing requests for proposals; contract execution, including securing signatory approval from control agencies; monitoring and review of contract terms. A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience. OR Contract Management Specialist 1: A bachelor's degree and two years of professional experience managing contracts and related budgets including one or more of the following areas: negotiation with contractors and vendors; fiscal management, including bidding, payment, analysis, and fiscal reporting; contract development, including developing requests for proposals; contract execution, including securing signatory approval from control agencies; monitoring and review of contract terms. Additional: This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. Duties Description The Contract Management Specialist position in the Business Office will be assigned to the Procurement Unit. The primary duties for this position include: Acts as liaison between the Contract Management Unit, District staff and vendors, completing Scope of Works, contract initiating forms and other contract documents. Monitor contractor performance, addressing unsatisfactory reports from district staff and following up on concerns expressed by vendors. Reporting any unresolved issues to the Contract Management Unit. Provide oversight and supervision to Purchasing Staff. The Procurement Unit has an Office Assistant 3 and two Office Assistant 1/2s. The Office Assistant 3 is responsible for direct supervision of the Office Assistant 1 and 2s in the unit as well as for processing Request for Quotes for environmental modifications at our homes and program sites. The Office Assistant 1 and 2 are responsible for processing the day-to-day Purchase Requisitions for supplies and materials for over 150 programs and homes within the Finger Lakes District. Provide documentation and feedback to Accounts Payable staff regarding the contractual requirements that must be met before payment can be made. Provide backup coverage for all Purchasing related duties, as needed. Prepare detailed specifications and bid proposals for materials and/or goods based on information gathered from program management. Ensure that all district procurements are made in accordance with established rules and guidelines.
