POSITION DESCRIPTION

The City of Rochester welcomes applications for:

Engineering Technician – Permits & Assessments

Nature of Work

The Engineering Technician – Permits & Assessments assists with management of the public right-of-way (ROW) and delivery of the permits and assessment program within the Municipal Services Division of the Public Works Department. Work assignments consist of both field and office duties; and providing direct customer services to residents and City teammates. Typical duties include but are not limited to: data management for assessment charges and cost recovery; issuance of permits for ROW obstructions and construction; field inspection of ROW permits and construction restoration; maintenance of records and files; providing mapping services; and providing various cost calculations.

Employees regularly communicate and collaborate with consultants, contractors, sub-contractors, property owners, utility companies, other departments, divisions and others involved in or affected by projects and are required to make independent decisions in resolving most problems, but informing the supervisor of unusual or controversial problems.

The 2024 starting wage is $32.19 to 34.32 per hour with advancement to $50.74 per hour per contract guidelines.

DUTIES AND RESPONSIBILITIES

  • Perform data management for assessments and charges

    • Create assessment worksheets and maps from work files, plat information, and project files.

    • Create project assessment rolls.

    • Verify and correct discrepancies between actual construction costs verses bid items for assessment.

    • Calculate final project costs, assessment rate, and cost distribution.

    • Provide As-Built plans, Final Assessment Map, and incorporated assessment information to City staff.

    • Generate data sheets for projects and prepare reports for City Council for completed assessments.

    • Manage files for assessment information, construction plans, and utility permits.

*Administer the ROW obstruction and construction permit processes.

  • Review and issue various permits for sidewalk, driveway and utilities to licensed contractors and developers after verification of compliance with City codes and standards.

  • Research utility information and locations as requested by contractors, residents, City staff or others.

  • Conduct field inspections of ROW and construction permit request to verify requirements, specifications and compliance.

*Provide public service to contractors, residents, and other agencies

  • Respond to inquiries, complaints, and requests for information regarding ROW obstructions and construction projects.

  • Meet with residents and owners abutting projects to discuss project related activities and coordination.

  • Prepare project pamphlet of technical and public information and provide to affected property owners, transportation agencies, City Council, commissions, neighborhood groups, and other organizations as appropriate.

  • Develop and maintain positive and effective working relationships with property owners, contractors, sub-contractors, and City staff.

*Perform assessment and cost recovery

  • Verify payments for consistency with development agreements or standard policies.

  • Research property splits for outstanding and future charges.

  • Determine appropriate charges for new development.

  • Respond to requests from the Finance Department regarding project cost distribution and status of assessments.

Review and implement federal and state rules and regulations

  • Maintain current file of applicable rules and regulations pertaining to public works i.e. state aid rules, Equal Employment Opportunity (EEO) requirements, wetland rules, and other policies as appropriate.

  • Review changes and advise others as necessary.

*Perform support activities for the Municipal Services Division

  • Prepare and maintain inspection, survey and plan documents.

  • Support the Sidewalk Improvement District Program and the Sidewalk Snow Removal Program; provide mapping services and cost calculations; maintain records and files, deliver excellent customer service to residents, contractors and City teammates.

  • Create visual aids for neighborhood or other meetings using AutoCAD, GIS, or other methods.

  • Assist other departmental personnel for special projects as directed by supervisor.

Perform other duties as assigned or necessary.

*ESSENTIAL FUNCTIONS

MINIMUM QUALIFICATIONS

Education and Experience

A High School diploma or equivalent and six (6) years of experience as Associate Engineering Technician or equivalent position.

OR

An Associate's degree in Engineering Technology, Geography, GIS, Urban Studies, Planning, Public Administration or closely related field and two (2) years related experience

OR

An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.

Licenses and/or Certifications

Valid driver's license

A Bachelor's degree in Engineering, Geography, GIS, Urban Studies, Planning, Public Administration or related field

Two years of experience providing customer service to the public

Knowledge of: general engineering and construction practices; data management; mathematical applications used in assessment process; basic computer operations including Microsoft Office

Skill in: GIS and AutoCAD softwares; communicating effectively in writing and orally; conversing with customers both in-person and via telephone; providing excellent customer service in an ethical and professional manner
