Job Description:

Parsons is looking for an amazingly talented Construction Specialist - Civil to join our team! In this role you will get to play a critical role in delivering a world-class airfield infrastructure project, ensuring all civil works meet design, safety, and quality standards. With deep domain knowledge, hands-on experience, and leadership on-site, this role ensures construction success in a complex aviation environment.

What You’ll Be Doing:

  • Supervise and monitor daily civil construction activities across the project site, ensuring quality and safety compliance.

  • Review construction drawings, plans, and specifications, ensuring implementation aligns with project goals and standards.

  • Oversee construction of airfield elements including runways, taxiways, drainage systems, pavements, and associated infrastructure.

  • Ensure construction practices comply with ICAO, FAA, or other relevant airfield design and construction standards.

  • Monitor materials, workmanship, and construction techniques to ensure alignment with approved specifications and codes.

  • Implement corrective actions as needed to address quality or compliance issues.

  • Collaborate closely with project engineers, site supervisors, subcontractors, and stakeholders to ensure smooth execution.

  • Attend project meetings, provide input on construction planning, and communicate progress and challenges effectively.

  • Coordinate with airport authorities and ensure construction activities do not interfere with airport operations.

  • Track construction progress against project timelines, identifying delays and implementing recovery strategies.

  • Prepare daily, weekly, and monthly progress reports, highlighting completed work, issues, and upcoming milestones.

  • Support planning and execution of night shifts or restricted working windows common in operational airfields.

  • Enforce adherence to HSE policies on site, identifying and mitigating risks proactively.

  • Conduct regular safety audits and inspections to ensure zero-incident performance.

  • Coordinate with HSE teams for permits, risk assessments, and method statements

  • Oversee procurement and usage of civil construction materials, ensuring timely availability and quality compliance.

  • Monitor labor and equipment utilization to optimize site productivity.

  • Validate quantities for progress billing and verify contractor claims.

  • Maintain accurate site records, inspection logs, daily progress reports, and correspondence with stakeholders.

  • Support preparation of as-built documentation and quality records required for project handover.

  • Assist in technical submittal reviews, RFI responses, and change management documentation.

What Required Skills You’ll Bring:

  • Bachelor’s degree in Civil Engineering or a related field.

  • Minimum of 10 years of experience in civil construction, with at least 5 years in airfield or airport infrastructure projects.

  • Hands-on experience in concrete paving, subgrade preparation, drainage, and airside construction best practices.

  • Strong understanding of construction sequencing, quality assurance, and civil specifications.

  • Familiarity with international airfield design standards (ICAO, FAA, EASA).

  • Proficient in reading and interpreting construction drawings, technical specifications, and schedules.

  • Excellent site management, organizational, and coordination skills.

  • Ability to lead field teams and work collaboratively with multidisciplinary stakeholders.

  • Proficient in MS Office, AutoCAD, and construction management software (e.g., Primavera, MS Project).

  • Strong communication skills—written and verbal—tailored to both field and management levels.

  • Certifications in Construction Management, PMP, or OSHA.

  • Experience working in active airfield environments with strict safety and operational constraints.

  • Knowledge of sustainable construction practices and green infrastructure in aviation.

  • Ability to handle fast-paced, high-stakes project demands with minimal supervision.

  • Multilingual proficiency or international project experience is an advantage.
