Job Duties/Scope Of Work JOB SUMMARY: The Department of Energy (DOE) conducts a variety of missions that are crucial to our national defense and, consequently, is responsible for providing protection to some of the nation's most critical high consequence assets and activities from theft, diversion, terrorist attack, sabotage, espionage, unauthorized access, compromise, and other acts that may have an adverse impact on national security or the environment, or that pose significant danger to the health and safety of its Federal and contractor employees or the public. This position will report to the Safeguards and Security, Program Management & Analysis department and will support the Performance testing organization to ensure interests are protected at appropriate levels. This position will also assist in ensuring that programs are in compliance with DOE directives, contracts, and other applicable requirements. The successful candidate will perform the following essential job duties: - Performance testing of protection features essential elements by conducting evaluations of various security systems, primarily the DOE Armed Protective Force, Hanford Patrol. - Maintain professional knowledge of protection initiatives and elements as well as updated security trends that impact security effectiveness and efficiency. - Plan, conduct, and follow up on all levels of performance tests, large scale force-on-force exercises, alarm response and performance tests, as well as limited scope performance tests. - Evaluate test participant performance objectively and independently against established policy, procedures, training, and standards. - Support the overall mission of Safeguards and Security (SAS) program management & analysis by assessing internal processes and making recommendations to management. - Maintain expert knowledge of applicable procedures pertaining to and directing SAS initiatives. - Align protective force performance assurance activities with the Site Safeguards and Security Plan, vulnerability assessments, and the Security Incident and Response Plan based on the DOE Design Basis Threat Policy. - Identify essential performance assurance system elements including the associated tests, frequency, and evaluation criteria. - Coordination and planning with SAS managers, other contractor security managers, and representatives from the DOE Richland Operations office of Security and Emergency Services. - Conduct realistic and integrated tests and compliance assessments that ensure protective force programs are performing as required. Basic Qualifications - Bachelor's degree and 8 years of related experience - OR - an equivalent combination of education and experience. - Excellent written and verbal communications skills. - Must be capable of completing complete certification training as a derivative classifier. - Documented experience performing evaluations focused on performance and compliance effectiveness. *Must be able to obtain and maintain a "Q" Clearance. Any offer of employment is contingent on the applicant passing a background investigation. As part of the investigation, Federal investigators will examine many aspects of the applicant's past including: financial and criminal histories, mental and emotional health, education and travel, drug and alcohol usage, personal and organizational relationships, as well as other aspects of the applicant's background. Desired Qualifications - 5-10 years' experience performing management and process evaluations. - Comprehensive knowledge of DOE directives and contractor requirements regarding protective forces, security assessments, and performance testing. - Completion of the National Training Center vulnerability assessment or performance testing courses. - Hands-on experience with military or law enforcement tactics, weapons and classified matter.
