Pacific Northwest National Laboratory Division Administrator in Richland, Washington

Overview

The Business Services Directorate (BSD) delivers essential financial, contractual, and project management capabilities to Pacific Northwest National Laboratory (PNNL) that are required as part of our management and operations contract to operate PNNL on behalf of the Department of Energy (DOE).

Our BSD purpose in delivering these capabilities is to provide efficient, effective, and compliant business services in order to increase the scientific impact of PNNL.

Responsibilities

  • The primary purpose of this position is to provide comprehensive support to the Controller and Division Director of Financial Operations as well as the extended Leadership Team and staff within the Division.

  • This position is a key and integral part of ensuring the effectiveness of the Director, the management team, and the overall management and administration of these groups, including related project, program, and laboratory-level support activities.

  • The incumbent is expected to provide leadership, foster team building, mentor, and coordinate activities as part of the overall Business Services Directorate (BSD) administration team. The administration team works cooperatively with the office of the BSD Chief Operations Officer and BSD Executive Assistant to balance workloads and ensure effective administrative support is provided across the Directorate.

  • This position requires a self-starter with a strong ability to multi-task who thrives in a fast-paced, demanding environment. The incumbent must be confident in their abilities, have the ability to work independently, and be proactive in resolving conflicts in priorities. Major challenges of the position involve tracking and initiating actions efficiently and appropriately for a wide diversity of assignments that must be completed simultaneously and ensuring all work is consistent and of high quality. The incumbent must be highly competent and comfortable with technology and skilled at applying computer technology in the office environment. Additionally, the incumbent will be expected to quickly gain familiarity with complex issues and situations.

  • Decisions made without reference to others include: prioritization of workload under time constraints, travel arrangements; coordination of schedules and meetings; format and content of responses to correspondence; tracking correspondence deliverables and assignments across the division, with an effective tracking system; coordination of visitor schedules, agendas, and other visitor arrangements; and maintenance of project, organizational, and record files.

  • Provide assistance to the Director of Fin Ops and Leadership team in meeting their commitments by organizing and expediting the flow of work through the office;

  • Manage communications (email, phone, memos, etc.) and managers’ signatures with considerable skill, a very short response time, and mature judgment and awareness of sensitivities;

  • Manage complex schedules while maintaining an awareness of changing priorities, with the outcome of optimizing the managers’ time and flexibility;

  • Arrange meetings, both large and small, at various on-site and off-site locations, and assemble the information needed for meetings, presentations, work projects, reports, and deliverables;

  • Maintain effective working relationships with administrative counterparts across PNNL, contacts in the federal site office (the Pacific Northwest Site Office PNSO), and other external organizations as appropriate;

  • Provide guidance to the managers’ direct reports in all matters affecting administrative resources within the group;

  • Plan and execute organizational social events, coordinate interviews with job candidates, and support onboarding experience of new Division staff members;

  • Assist with BSD purchases (memberships, supplies, etc.);

  • Advise and maintain on Division and BSD websites and Teams environment.

Qualifications

Minimum Qualifications:

  • High school diploma/GED and 12 years of relevant experience in an administrative environment -OR-

  • AA degree or higher and 10 years of relevant experience in an administrative environment.

  • Experience in planning meetings and coordinating travel

Preferred Qualifications:

  • Experience supporting a Director or Senior level manager is strongly preferred.

  • Knowledge of PNNL or national laboratories.

  • Excellent written and verbal communication skills.

  • Communicates effectively with a diverse population, including high-level managers and clients.

  • Maintains autonomous oversight of various processes and procedures.

  • Extensive working knowledge of departmental and company policies, procedures, and practices.

  • Routinely provides process improvements.

  • Demonstrated the ability to multi-task, prioritize, and organize work under tight deadlines and changing priorities.

  • Assists and/or leads administrative meetings.

  • Provides suggestions for directorate or group practices and policies.

  • Uses experience and good judgment to take initiative in facilitating programs, policies, and procedures.

  • Acts as a liaison for his or her manager in the coordination of business activities.

  • Deals professionally with sensitive and confidential matters and materials.

  • Manages day-to-day administrative processes associated with office and team coordination with little to no supervisory input.

  • Often, it is required to recommend process improvements and innovations for the directorate or group.

To obtain this credential, new employees must successfully complete and pass a Federal Tier 1 background check investigation. This investigation includes a declaration of illegal drug activities, including use, supply, possession, or manufacture within the last year. This includes marijuana and cannabis derivatives, which are still considered illegal under federal law, regardless of state laws.

Starting pay is calculated from the minimum of the pay range and actual placement in the range is determined based on an individual’s relevant job-related skills, qualifications, and experience.
