Position Overview:

The Manager HR Compliance Programs is responsible for driving and delivering initiatives related to compliance, policy, and procedure within the HR function. The role involves close collaboration with Legal, Audit, Government Relations, and the broader Human Resources team to identify, develop, and improve HR policies and programs that promote continuous process improvement and support organizational scalability. This position requires a solid understanding of legal guidelines and corporate governance practices, as well as a systems-oriented approach to problem-solving. It involves applying compliance principles, coordinating across departments, and contributing to solutions that align organizational needs with process and technology improvements. The Manager HR Compliance Programs also leads and supports projects in a fast-paced, dynamic environment as part of a collaborative team.

Primary Responsibilities:

  • Maintain compliance with federal, state, and local employment laws and regulations, analyze the impact and recommend best practices by reviewing policies and practices and making recommendations for necessary changes.

  • Lead a small team and partner with Legal, HR Centers of Excellence and HR Business Partners in updating or developing HR policies and practices to ensure consistency across Paylocity.

  • Develop communication plans with HR COEs, HRBPs and leaders on new or updated HR practices.

  • Through the support of Legal and outside counsel, oversee immigration/visa and global mobility processes.

  • Perform periodic audits to ensure compliance obligations are met; partner with HR and business teams to implement recommendations, remediation, and action plans resulting from audits.

  • Maintain up to date employee handbook including various state specific supplements to the handbook. Ensure proper documentation and tracking of handbook distributions.

  • Compile and analyze data and statistics for trends regarding compliance with employment laws

  • Create and oversee a comprehensive project schedule and work plan to ensure timely and efficient execution.

  • Coordinate with cross-discipline team members to make sure that all parties are on track with project requirements, deadlines, and schedules.

  • Provide guidance and interpretation on policies, procedures, and best practices, to ensure the core principles of Paylocity are upheld through consistency, fairness and according to our vision and values.

  • Prepare and deliver presentations for leadership and key stakeholders in partnership with HR COE’s and leaders.

  • Partner with HR Business Partners, Employee Relations teams, and leaders to address employee issues, facilitate conflict resolution, manage performance concerns, and implement appropriate corrective actions.

Education and Experience:

  • Bachelor’s degree in business administration, HR Management, or a related field.

  • 5+ years of experience in HR, compliance, or employee relations within a complex, multi-state organization.

  • Experience in designing and executing enterprise-wide policy and communication strategies.

  • Functional understanding of employment law and regulatory requirements

  • Prior experience working in a complex organization with multiple state locations

  • High level of integrity, confidentiality and professionalism

  • Proven success managing change

  • Excellent communication and presentations skills, with the ability to interface with audiences of all levels throughout the organization

  • Ability to partner with internal HR team members, business leaders and counsel to drive compliance and HR related projects forward

  • Ability to develop solutions and make recommendations to senior leadership

  • Strong project management expertise

Desired Experience:

  • Experience leading and managing a team

  • Experience working in a high-tech environment

  • HR certifications SPHR or SHRM-SCP

Physical requirements:

  • Ability to sit for extended periods: The role requires sitting at a desk or workstation for long periods, typically 7-8 hours a day.

  • Use of computer and phone systems: The employee must be able to operate a computer, use phone systems, and type. This includes using multiple software programs and inquiries simultaneously.
