Northrop Grumman’s Chief Information & Digital Office (CIDO) is seeking a Principal Level Enterprise Services Program Manager (ESPM) to work with a dynamic team that provides IT leadership and direction for the Digital Manufacturing Engineering and Quality (DMEQ) organization.
This role will provide overall vision and strategy, requirements forecasting, process and software application alignment, tool integration and cost performance for the Engineering Systems Pool (ESP) portfolio of applications. The Engineering Systems Pool ESPM serves as a liaison between the ESP, and AS, SP & DS Sectors for software development application requirements.
Engineering Systems Pool ESPM job duties include:
Effectively interacts with other members of the ESP leadership team to optimize IT strategies in support of the ESP organization's goals and objectives
Provides leadership over IT activities supporting a portfolio of software development applications, including strategy development, budget and cost management, proposal development, product and service acquisition and delivery to ensure timely, cost-effective deliveries and high level of customer satisfaction.
Coordinates with project teams and resource managers to ensure delivery of requirements are met, changes are documented, and systems are developed, integrated, tested and deployed.
Resolves competing demands related to project scope, schedule, cost, customer satisfaction, and quality and ensures compliance with organizational processes and procedures
Apprises DMEQ management of status, customer satisfaction, and risks that might affect program performance to ensure team success
This position requires collaboration and teambuilding across multiple domains and a demonstrated ability to independently prioritize, plan, and execute work tasks in a rapidly changing, fast-paced environment while maintaining high quality results.
Basic Qualifications:
Bachelor’s degree in a STEM (Science, Technology, Engineering, Mathematics) related field with a minimum of five (5) years of relevant technical experience; OR a Master's degree in a STEM related field with a minimum of three (3) years of relevant technical experience is required (a total of 9 years of relevant technical experience may be substituted in lieu of a formal degree)
Must have a current DOD Secret level security clearance as a condition of continued employment
Experience in support of Software Development, Information Technology, or Engineering is required
Experience providing strategic direction regarding IT products, processes, applications and technology
Experience with managing cross functional teams, leading projects, budgets and schedules
Preferred Qualifications:
The ideal candidate will have a Bachelor’s degree in a STEM related field, a Security+ CE, and 9 years of experience with IT Program Management in a classified environment
3-5 years building and supporting Software Development products (Atlassian product suite , MS Visual Studio, IBM Rational ClearCase, IBM Rhapsody, Wind River VX Works)
Substantial experience managing a large COTS software portfolio
Experience in Project or Program Management with the ability to support multiple projects concurrently based on priority and criticality.
Active DoD Secret Clearance or greater
Candidate must be entrepreneurial, self-starter and have the ability to challenge the status quo.
Excellent interpersonal and communication skills (written, oral, and presentation)
The qualified candidate must have proven leadership skills and excellent communication skills
Active Top Secret clearance

Salary Range: $110,300.00 - $165,500.00
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
