Microsoft Cloud Operations and Innovation (CO+I) is the team behind the cloud. Within CO+I, the Global Project Controls (GPC) team is responsible for delivering core datacenter infrastructure for Microsoft’s cloud business. The MS portfolio consists of complex, multi-disciplinary, large scale, multi-year datacenter construction and lease projects. We are looking for a passionate, high-energy individual to help build the cloud datacenters that power the world’s largest online services.
We are seeking an experienced Data Governance Lead to join our team. The ideal candidate will have a proven background in data governance, master data management, and expertise in the EPC (Engineering Procurement and Construction) sector. As the primary advocate and point of contact for Global Project Controls (GPC) data governance activities, this role requires close collaboration with the Engineering team. The Data Governance Lead will be responsible for defining and executing plans related to data cataloging, classification, access auditing, discovery, sharing, lineage, security, and quality to support the cost, planning, risk, and estimating teams within GPC.
The implementation of a comprehensive data governance system is expected to drive increased operational efficiency, reduced costs, improved productivity, faster decision-making, enhanced collaboration, strengthened security and privacy, and better compliance with industry regulations and standards.
This role is located either in one or all hub locations - Atlanta, GA, Redmond, WA, San Antonio, TX, Phoenix, AZ, or Washington DC. Relocation support will be provided, and successful candidates must relocate or reside within 50 miles of the hub office location. This role is eligible for remote, up to 100% from home.

Responsibilities
Program Goal Definition and Risk Management: Provide expertise to define and prioritize program goals for Project Controls master data, translating organizational needs into actionable deliverables. Guide teams in proactive and reactive risk management using data-driven insights.
Data Architecture and Integration: Collaborate with Software Engineering to design and implement integrated data architecture solutions that meet technical needs for Project Controls master data.
Performance Metrics and ROI: Define success criteria and performance metrics (e.g., OKRs, KPIs) for master data. Work with engineering teams to ensure telemetry is developed and provide expertise to understand return on investment.
Roadmap and Resource Planning: Partner with engineering to develop and execute the master data management roadmap, align data across the EPC organization, and advocate for resource allocation and capacity planning.
Project Schedule Management: Oversee project schedules, milestones, and dependencies for master data management. Ensure accountability for processes and adjust plans to address deviations from goals or timelines.
Data Governance: Develop and implement governance programs to ensure data quality, compliance, and security throughout the lifecycle. Conduct audits to maintain adherence to policies and industry standards.
Stakeholder Engagement: Act as a technical advisor to educate stakeholders, gather feedback, and improve user experiences with Project Controls master data. Lead teams to deliver enablement and field support.
Master Data Lifecycle Ownership: Monitor and manage the master data lifecycle across systems and processes, ensuring accountability for root-cause analysis and improvements in data usage and support processes.
Insights and Continuous Improvement: Leverage performance metrics, telemetry, and customer feedback to derive insights, test hypotheses, and implement measurable improvements in master data processes.
Collaboration and Training: Work collaboratively with cross-functional teams to align data management strategies. Provide training on governance, tools, and best practices to promote data quality and consistency.

Qualifications
Required Qualitifcations:
Bachelor's Degree AND 6+ years experience in engineering, product/technical program management, data analysis, or product development
OR equivalent experience.
4+ years people management experience.
3+ years experience managing cross-functional and/or cross-team projects.
Experience in construction/capital projects, integrating Engineering, Procurement, Construction, and Finance processes (e.g., Procure to Pay, Cost Management, Cost Accounting).
Expertise in data governance, master data management (MDM), and data quality assurance, including knowledge of industry standards and best practices.
Other Requirements:
Ability to meet Microsoft, customer and/or government security screening requirements are required for this role. These requirements include, but are not limited to the following specialized security screenings:
Microsoft Cloud Background Check: This position will be required to pass the Microsoft background and Microsoft Cloud background check upon hire/transfer and every two years thereafter.
Preferred Qualifications:
Bachelor's Degree AND 10+ years experience in engineering, product/technical program management, data analysis, or product development
OR equivalent experience.
4+ years people management experience.
8+ years experience managing cross-functional and/or cross-team projects.
1+ year(s) experience reading and/or writing code (e.g., sample documentation, product demos).
Proven ability to lead and influence cross-functional teams indirectly.
Effective communication and interpersonal skills.
Experience with centralized data catalog implementation, enterprise data access controls, data lineage, and data sharing.
Skilled in planning and executing cutover and data migration plans while managing project risks.
Experience in leading software project implementations and complex system migrations across cross-functional teams.
Analytical skills with expertise in MDM platforms and data-driven insights.
Knowledge of ERP integrations and orchestrations with other technology tools.
Ability to work effectively in a fast-paced, dynamic environment.
Technical Program Management M5 - The typical base pay range for this role across the U.S. is USD $137,600 - $267,000 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $180,400 - $294,000 per year.
