Position: Procurement Contract Specialist II

Location: US-CA-Rancho Cucamonga (Hybrid Work Model)

Contract Length: 6 months – possibility to convert to FTE

Pay Rate: $38.49/hr or $80,059/yr

Job Overview:

As a Procurement Contract Specialist II, you'll play a pivotal role in shaping mid-level, multi-year, and multi-departmental procurement contracts and awards. Collaborating closely with multiple departments, you'll oversee the development and negotiation of professional services, consulting services, materials, supplies, and equipment contracts. Your expertise will ensure compliance with industry standards, legal requirements, and best practices, while minimizing our exposure to risk.

Responsibilities:

  1. Lead the development and negotiation of mid-level, multi-year procurement contracts and awards for professional services, consulting services, materials, supplies, and equipment.

  2. Collaborate with multiple departments to select equitable and efficient solicitation processes, negotiate contracts, and ensure successful contract implementation.

  3. Review and adhere to compliance with departmental policies, fiscal regulations, and state and federal procurement requirements.

  4. Analyze proposals, define contract specifications, and recommend contract types to mitigate risk.

  5. Mediate disputes and facilitate equitable agreements between us and contractors.

  6. Prepare clear and concise reports, recommendations, and correspondence.

  7. Conduct market research and complex cost analysis to inform procurement decisions.

  8. Identify and recommend process improvements to enhance procurement efficiency and effectiveness.

  9. Verify fund availability and maintain accurate records of procurement requests and purchases.

  10. Prepare Board Letters and support documentation for contract approvals.

  11. Assist Legal with public record requests in accordance with the California Public Records Act.

  12. Utilize computers and procurement software systems effectively.

Qualifications:

  • Bachelor's degree preferred; in lieu of a degree, four years of additional relevant work experience required.

  • Four years of procurement and contracting experience, including contract negotiation.

  • Knowledge of procurement methods, procedures, contract management systems, and contracting principles.

  • Strong analytical, written, and communication skills.

  • Commitment to a team-oriented culture and excellent customer service.

Physical Requirements:

  • Ability to perform word processing, filing, and computer-based tasks.

  • Regular sitting and indoor work; occasional attendance at meetings and events.
