Position Summary:

Manages, supervises, and coordinates design and review of both public and private development drainage projects within the City. This position serves as a technical advisor for the Public Works Department.

Essential Duties:

  • Acts as the Floodplain Administrator for the City.
  • Facilitates Intergovernmental Agreement annually with Yavapai County Flood Control District to fund City drainage projects.
  • Develops a 5-year drainage capital plan for expenditure of Flood Control District funding.
  • Assists the City Engineer with studies and implementation plans for dam repair, maintenance and improvements.
  • Supervises the Environmental Program Manager and assists staff to resolve citizen inquiries and complaints concerning drainage and stormwater issues.
  • Completes the Community Rating System annual recertification and 5-year Cycle Verification Visits.
  • Participates in and responds to FEMA and ADWR Community Assistance Visits.
  • Educates community members and local officials about stormwater and floodplain management issues.
  • Ensures building officials are fully aware of building code requirements related to floodplain development.
  • Maintains complete documentation and permanent records of all floodplain activities.
  • Investigates violations of the Drainage and Floodplain Management Ordinances and initiates corrective action.
  • Supervises the Environmental Program Manager and assists staff to resolve citizen inquiries and complaints concerning drainage and stormwater issues.
  • Responsible for the development and implementation of the City\'s Drainage and Floodplain Management Ordinances.
  • Assists in updating and implementing the Drainage and Floodplain Management Chapters of the City\'s General Engineering Standards.
  • Provides training to permit center staff related to floodplain development permit applications for all development located in a Special Flood Hazard Area (SFHA). Reviews and evaluates staff effectiveness.
  • Provides training and guidance to staff on the dissemination of information related to Base Flood Elevations and general questions about floodplain/floodway boundaries.
  • Reviews elevation certificates for completeness and accuracy. Identifies deficiencies before accepting as part of a development application.
  • Reviews, processes, and approves private development engineering plans, reports, model outputs, and any other information related to City public infrastructure to ensure compliance with applicable City, county, state, and federal codes and guidelines.
  • Performs highly complex program and project management that includes one or more functional areas such as engineering design, plan review, construction, planning, surveying, and/or mapping and general civil engineering pertaining to roadways, drainage and other public facilities.
