General Atomics Director of Finance - Scheduling, Earned Value Management, and Program Execution in Poway, California

We have an exciting opportunity for a Director of Finance to lead our Scheduling, Earned Value Management, and Program Execution the team in Poway, CA.

This position reports directly to the Senior Director of Finance. This is a unique opportunity to provide Leadership and Guidance to a diverse team- this role will be directly accountable for the Program Planning Process & Support Team, Program Management Resource Center, Earned Value Management Resource Center and EVMS Applications, and the Data Management Team. This position is responsible for overseeing the development, maintenance, and execution of project schedules across multiple programs as well as effective implementation of Earned Value Management System (EVMS) and EVMS tools across all programs within the organization. Additionally, this position will be accountable for our Program Management processes, training and best practices and our Data Management team ensuring Contract Deliverables are on time and accurate. This will require a team approach working cross functionally with program management, finance, scheduling, and compliance teams to drive performance measurement, risk mitigation, and financial accountability.

DUTIES AND RESPONSIBILITIES

  • Lead the creation and maintenance of Integrated Master Schedules (IMS) using scheduling tools

  • Ensure schedules are in compliance with the Defense Contract Management Agency (DCMA) 14-Point Assessment, Earned Value Management (EVM) standards, and other regulatory requirements.

  • Develop Work Breakdown Structures (WBS) in alignment with contract deliverables and program objectives.

  • Develop, implement, and maintain an EVMS that complies with applicable government regulations and best practice for internal EVMS programs.

  • Ensure EVM processes are integrated with program management, cost estimating, scheduling, and risk management practices.

  • Drive strategic improvements in EVM methodologies, tools, and reporting to enhance program performance and compliance.

  • Drive continuous improvement within our Program Management community with a focus on training and mentorship

  • Act as the primary scheduling liaison with government agencies, ensuring compliance with contract requirements.

  • Serve as the primary EVM liaison with government agencies, subcontractors, and internal stakeholders.

  • Work closely with program managers, controllers, and schedulers to ensure consistency in Program Management practices across all programs.

  • Provide training and mentorship to project teams to enhance their Business Acumen as it relates to Program Management

  • Implement best practices and continuous improvement initiatives to enhance processes and tools

  • Ensure adherence to industry standards such as the Defense Federal Acquisition Regulation Supplement (DFARS) and National Defense Industrial Association (NDIA) guidelines.

  • Support Program Management policies, procedures and best practices

Job Qualifications:

  • Typically requires a Bachelors or Masters in business administration, finance, or a related field, along with fifteen or more years of progressive project administration experience with at least nine of the years managing those operations in an engineering or scientific environment. May substitute equivalent experience in lieu of education.

  • Must demonstrate detailed and extensive expertise of project planning and scheduling, as well as monitoring and reporting on these activities.

  • In-depth experience in organizational and operational problem resolution is required.

  • Strong leadership, communications, presentation, and interpersonal skills are also required as well as the ability to interpret and explain unusually complex operational issues.

  • Excellent leadership and team management skills.

  • Strong analytical, problem-solving, and decision-making abilities.

  • Effective communication and presentation skills for engagement with senior leadership, government agencies, and cross-functional teams.

  • Ability to influence team members outside of our direct organization

  • U.S. Citizenship Required

  • Ability to obtain and maintain a Secret Clearance

  • Active Secret Clearance is desired
