Kaiser Permanente General Facilities Maintenance Manager in Portland, Oregon
Job Summary:
Oversees and sets best practices for maintenance of facilities, exteriors, and grounds. Provides expertise and guidance to teams on buildings and equipment through the application of facilities management practices, services. Establishes and updates standard protocols for the disposal of materials including general waste, regulated/hazardous materials, or other applicable contents and maintains appropriate licensure or permits for relevant regulatory parties. Oversees maintenance of safety through the inspection of and preparation for drills and facilities operations. Establishes strategic direction to assure budgets are met and improved upon in projects across the facilities management and that timelines of projects are maintained. Oversees and creates partnerships for space and occupancy planning under direction of space planning groups. Oversees partnerships with technical support teams to provide technical support for relevant technologies within the facilities.

Manages designated work unit or team by translating business plans into tactical action items; oversees the completion of work assignments and identifies opportunities for improvement; ensures all policies and procedures are followed. Aligns team efforts; builds accountability for and measuring progress in achieving results; determines and ensures processes and methodologies are implemented; resolves escalated issues as appropriate; sets standards and measures progress. Fosters the development of work plans to meet business priorities and deadlines; obtains and distributes resources. Removes obstacles that impact performance; identifies and addresses improvement opportunities; guides performance and develops contingency plans accordingly; influences teams to execute in alignment with operational objectives.
Maintains hospital and campus grounds by: overseeing and setting expectations by establishing contracts and scheduling of vendors for landscaping services to maintain the upkeep of grounds and public sidewalks; and planning for the landscaping equipment repairs across the organization.
Supports the maintenance of buildings, equipment, and amenities by: using advanced knowledge of the facilitates management healthcare field and critical information from other diverse areas to resolve mechanical building problems (e.g., energy management, waste management, asbestos abatement, moving services and planning, space planning, and emergency management); strategically planning and scheduling the completion of repairs on building equipment, tools, machinery, and amenities to ensure they are in working condition; and plans the completion of preventive maintenance requests from across multiple hospitals, to maintain a clean, safe, and hygienic environmental work area.
Supports compliance efforts by: enforcing the application of new processes or process changes according to Title 22, CMS, CDPH, and TJC to record, monitor, and manage the disposal of regulated medical, patient, and employee information (e.g., Protected Health Information), pharmaceutical, and hazardous waste materials; and driving the application of policies to ensure required licenses and operating permits are maintained across the team in accordance with local, state, and federal regulation.
Supports safety, inspection, and emergency preparation by: working with the local authorities to plan drills according to NFPA and Life Safety Code across the enterprise and completing or delegating reports based on drill outcomes and monitoring reports for completion and results; and conducting critical inspection tours of processes or facilities which greatly impact the organization, to ensure the efficient and uninterrupted operation of the facility.
Supports facility improvement and budget management by: planning and costing the operating program budget for improvement projects; working with senior internal and contacts across organizations to implement facility, renovation, and operational programs so that buildings are maintained in a safe and operationally effective condition; creating processes and systems to resolve complex maintenance projects across a region such as designing, remodeling, renovating, and equipping facilities with capabilities to reduce costs and improve service; and reviewing reports offering solutions to improve the work and timeliness of maintenance projects and methods to track the use of project status.
Supports projects related to space and occupancy planning by: guiding others according to interpretation of blueprints and specifications for the remodeling or installation of building add-ons; implementing long-term, planning to fulfill complex requests for office space, move dates, furniture equipment, telephone, data equipment, post move adjustments, and building maintenance; and implementing long-term, strategic space and occupancy plans across facilities to coordinate the use of administrative space to support organizational goals.
Contributes to technical support by: developing resources for others to provide support on a wide range of complex issues including infrastructure equipment, HVAC equipment and facilities, video conferencing equipment, telephone, and network installation in partnership with technical teams for network problems; and using independent judgment and discretion to enforce solutions used by others to test newly installed machines and equipment to ensure contracting specifications are fulfilled.
Supports vendor and contract management by: working with senior contacts across organizations for the review of services rendered and invoices, and collect construction details to evaluate vendor performance against service-level agreements, capabilities, and quality; working with senior internal and external contacts to clarify business needs, develop project specifications, and identify vendor services related to operations and other essential services; and overseeing reports and determining processes to monitor vendor performance for contracts across the organization using specific, core metrics to ensure adherence to contractual provisions, regulatory specifications, and compliance with the organizations policy.
Minimum Qualifications:
Minimum two (2) years of experience managing operational or project budgets.
Minimum three (3) years of experience in a leadership role with or without direct reports.
Minimum one (1) year of experience working with Incident Command Centers.
Bachelors degree in Business Administration, Public Health, Engineering, Public Administration, Health Care Administration, Engineering, Construction, Industrial Hygiene, Architectural, or related field AND minimum six (6) years of experience in facility maintenance/management or directly related field OR Minimum nine (9) years of experience in facility maintenance/operations or a directly related field.
