Space and Naval Warfare Systems Command SUPERVISOR IT SPECIALIST (PLCYPLN) in Point Loma Complex, California

Summary You will serve as a SUPERVISORY IT SPECIALIST (PLCYPLN) in the ENTERPRISE ENGINEERING of NAVWARSYSCEN PACIFIC SAN DIEGO CA. Responsibilities You will provide technical, project management, and contract oversight of branch projects, as requested by the division head; setting employee performance expectations and evaluating employee contributions, etc. You will design, engineering, architecture, implementation and management of Information Technology (IT) systems. You will consult with customers to identify and specify requirements; defining systems scope and objectives; developing cost estimates for new or modified systems; ensuring the integration of all systems components of procedures. You will coach and counseling to subordinates; actively supports Equal Opportunity (EEO) programs, process improvement initiative, prevention of fraud, waste, and mismanagement, branch safety, environmental and security requirements. Requirements Conditions of Employment Qualifications I have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Tasking may include, but is not limited to, the following items: consulting with customers to identify and specify requirements; defining systems scope and objectives; developing cost estimates for new or modified systems; ensuring the integration of all systems components; e.g., procedures, databases, policies, software, and hardware; planning systems implementation; and/or ensuring the rigorous application of information security/ information assurance policies, principles, and practices to the systems analysis process. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Provides coaching and counseling to subordinates; actively supports Equal Opportunity (EEO) programs, process improvement initiative, prevention of fraud, waste, and mismanagement, branch safety, environmental and security requirements. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Primary responsibilities include providing technical, project management, and contract oversight of branch projects, as requested by the division head; setting employee performance expectations and evaluating employee contributions; maintaining consistent and frequent dialog with each employee; communicating and enforcing policies and procedures; resolving conduct and performance problems in collaboration with division leadership; recommending awards and promotions; providing technical and career guidance; and establishing training plans. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Ensuring the rigorous application of information security/information assurance policies, principles and practices in the delivery of planning and management services. In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level (GS-13) or pay band in the federal service or equivalent experience in the private or public sector Knowledgeable of the principles and concepts of government contract and procurement methods; knowledgeable of Systems Engineering of C2 systems and major platforms/weapon systems that employ Tactical Data Links and applying engineering concepts to complex systems of systems architectures; knowledge of personnel management processes (i.e. hiring, promotions, awards, etc.) and assessing employees' performance. Education Additional Information This position is in the Science & Technology Reinvention Laboratory (STRL) Human Resource Management System pay band for Department of Defense laboratories. The pay schedule for all Supervisor Positions will be NM-2/3/4/5/6. This is a Cyberspace Workforce position, work role code Systems Security Analyst, proficiency level advanced the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies. This position is eligible for part time, substantial or ad-hoc telework at the discretion of management. This position is covered by the Department of Defense Priority Placement Program.
