It is our passion to create a sense of place at DCR that will foster a culture of stewardship. * * GENERAL STATEMENT OF DUTIES AND RESPONSIBILITIES: The Senior Inland Ecologist provides expertise and guidance to staff and third parties to ensure that the agency protects the natural resources under its stewardship and that projects undertaken on DCR stewarded property have a minimal impact on the resources and the environment. Senior Inland Ecologist conducts and oversees natural resource inventory and monitoring and ecological assessments at DCR inland properties; conducts ecological evaluations of properties for potential land acquisitions, projected impacts of climate change and compliance with ongoing ecological plans; coordinates seasonal rare species and habitat management at DCR properties; reviews proposed DCR facility improvements projects for potential habitat impacts; leads or participates in ongoing ecological training for DCR staff, including seasonal interpreters, and for DCR contractors and volunteers; provides natural resource data and summary for resource management plans; reviews research proposals relative to DCR properties; provides project coordination and oversight as needed and participates in the development of ecological planning and policy documents. The Senior Inland Ecologist contributes to developing grant applications for DCR and oversees implementation of grant funded activities. The Senior Inland Ecologist works with other agencies and organizations to implement strategies that demonstrate shared goals. The Senior Inland Ecologist will primarily perform duties for DCR properties within the Western part of the state. * *DETAILED STATEMENT OF DUTIES AND RESPONSIBILITIES: * Conducts ecological assessments of DCR properties including data gathering, baseline inventories, monitoring, and other research. * Develops plans for rare species and habitat management at DCR properties and ensures compliance with any applicable permit both federal and state. * Maintains ongoing liaison with ecologists and biologists from other state, federal, and non-governmental organizations, especially with Mass Division of Fisheries and Wildlife Natural Heritage & Endangered Species Programs and looks for opportunities to implement strategies that support shared goals. * Actively participates in ecological partnerships and tasks force, related to protection of key habitat on DCR properties, including wetlands, and vernal pools, grasslands, islands and other ecological communities. * Conducts ecological assessments of potential and/or recent land acquisition properties. * Prepares ecological reports and recommendations for use in DCR facility improvement and/development projects, including project siting. * Provides natural resources permitting review for projects that come through the DCR Green Docket process. * Develops and assists in development of permit applications for DCR projects, including on site field work as well as drafting narratives, maps, etc. * Analyzes properties and natural resources under DCR’s stewardship for projected impacts of climate change and makes recommendations for mitigation and adaptation. * Monitors, assists, collaborates and/or oversees consultants for DCR sites/habitats where construction, renovation or restoration of existing or proposed facilities and infrastructure occurs. * Develops training for DCR staff relative to ecology habitat/species management and protection, habitat assessment, environmental education, and research, study protocols. * Reviews and contributes to documents relative to habitat/species management, including plans and/or policies authored by DCR staff and other agencies. * Analyzes technical aspects of environmental or land use policies in order to assess their environmental impacts. * Provides technical assistance to staff and public regarding DCR properties that fall within Areas of Critical Environmental Concern (ACEC). * Conducts and participates in agency meetings to achieve ecological protection goals. * Responds to inquiries from agency staff and others to provide technical information and assistance pertaining to ecology and environmental permitting. * Coordinates with DCR staff and provides ongoing guidance relative to scientific research and data gathering, information storing and study protocols. * Recommends actions and corrective measures to be taken when violation of laws, rules, and regulations are discovered. * Seeks grant opportunities, prepares applications and administers awarded grants that support DCR priorities. * Advises DCR External Affairs and legal staff on ecology issues and focused concerns. * Actively assists staff with development of resource management plans by conducting resource assessments of natural resources and providing written summary of current ecological resources as well as recommendations to provide short and long-term protection of resources in keeping with the property’s significance. * Assists the Executive Office of Environmental Affairs in carrying out its responsibilities. * Perform other duties as required. * *PREFERRED QUALIFICATIONS: 1. Ability to supervise, including planning and assigning work according to the nature of the job to be accomplished, the capability of subordinates, and available resources, controlling work through periodic reviews, and/or evaluations; determining subordinates training needs and providing or arranging for such training; motivating subordinates to work effectively, determining the need for disciplinary action and either recommending or initiating disciplinary actions. 2. Use of GPS technology preferably GPS with differential correction, as well as use of other software to collect, store and track data. First consideration will be given to those applicants that apply within the first 14 days. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) five years of full-time, or equivalent part-time, technical or professional experience in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health, of which (B) at least three years must have been in a professional capacity, and of which (C) at least one year must have been in a supervisory, managerial or administrative capacity, or (D) any equivalent combination of the required experience and the following substitutions. Substitutions: I. An Associate's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of one year of the required (A) experience.* II. A Bachelor's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of one year of the required (A) experience.* III. A Graduate degree with a major in environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience.* Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed. NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience.
