This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base Facilities and the Major Range and Test Facilities Base in the DoD to recruit and appoint qualified candidates to positions in the competitive service. Responsibilities Develops long range strategic plan and short-range business plans. Evaluates work performance of subordinates. Formulates directorate policies based upon general guidance furnished by the commander or deputy. Reviews and approves plans and budgets of subordinate offices. Conducts briefings and tours for general officers and legislative personnel. Justifies budget and staffing requirements as presented in the final Command Budget. Requirements Conditions of Employment Qualifications Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: 1) Managing overall planning, analysis and implementation of programs, performance reporting and monitoring; 2) Identifying potential problems in the development of recommended solutions for improving procedures, programs, and/or systems as they relate to the organizations operational performance; AND 3) Analyzing performance, policies and processes, to make recommendations and implement optimal command-wide operations and/or logistics initiatives. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
