Job Description
We are seeking an experienced Technical Program Manager to lead the development and delivery of complex technical programs. The ideal candidate will have a strong technical background, excellent project management skills, and the ability to work independently to drive program success. The Technical Program Manager will be responsible for interpreting customer contracts, translating terms into deliverables, and influencing stakeholders to ensure program goals and customer obligations are met.
Responsibilities
Key Responsibilities:
Manage complex technical programs from initiation to delivery, ensuring timely and within-budget completion
Read and interpret customer contracts, identifying key terms and translating them into actionable deliverables
Develop and maintain program plans, schedules, and resource allocation plans to ensure successful program execution
Work independently to identify and resolve program issues, seeking help and escalating when necessary
Influence stakeholders, including customers, vendors, and internal teams, without direct authority to ensure program goals are met
Collaborate with cross-functional teams, including engineering, sales, and customer success, to ensure program alignment and success
Develop and maintain strong relationships with customers, vendors, and internal stakeholders to ensure program success and identify new business opportunities
Analyze program metrics and provide data-driven insights to inform program decisions and optimize program performance
Identify and mitigate program risks, developing and implementing risk mitigation strategies as needed
Requirements:
At least 5 years of technical program management or related experience, with a proven track record of delivering complex technical programs
Experience reading and interpreting customer contracts, with the ability to translate terms into actionable deliverables
Strong technical background, with the ability to understand and communicate complex technical concepts
Ability to work independently, with a strong sense of self-motivation and discipline
Excellent influencing and stakeholder management skills, with the ability to build strong relationships with customers, vendors, and internal teams
Sound judgement and willingness to seek help and/or escalate when appropriate, with a strong sense of accountability and ownership
Excellent communication, project management, and problem-solving skills, with the ability to analyze complex data sets and provide data-driven insights
Preferred Qualifications:
Bachelor's degree in Computer Science, Engineering, or related field
Experience with agile development methodologies and project management tools, such as Jira, Asana, or Trello
Certification in program management, such as PMP or Agile PM
Experience working in a fast-paced, dynamic environment, with the ability to adapt to changing priorities and requirements

Range and benefit information provided in this posting are specific to the stated locations only
US: Hiring Range in USD from: $78,000 to $158,200 per annum. May be eligible for bonus and equity.
Oracle maintains broad salary ranges for its roles in order to account for variations in knowledge, skills, experience, market conditions and locations, as well as reflect Oracle’s differing products, industries and lines of business.
Candidates are typically placed into the range based on the preceding factors as well as internal peer equity.

Paid time off: Flexible Vacation is provided to all eligible employees assigned to a salaried (non-overtime eligible) position. Accrued Vacation is provided to all other employees eligible for vacation benefits. For employees working at least 35 hours per week, the vacation accrual rate is 13 days annually for the first three years of employment and 18 days annually for subsequent years of employment. Vacation accrual is prorated for employees working between 20 and 34 hours per week. Employees working fewer than 20 hours per week are not eligible for vacation.
