The Role

Legal’s Public Policy and Compliance department is looking for a practical solution-seeker who specializes in data management, process improvement and communication to fill the Government Operations Manager - Billing role. This position serves as a point of contact for a variety of projects that impact regulated or formerly regulated services, including compliance and customer-impacting rate changes. The candidate should be able to effectively manage several competing priorities with varying deadlines.

The Main Responsibilities

  • Lead team through completion of rate change process through the Ensemble billing platform by coordinating and assigning billing changes as needed and requested from the Marketing department.

  • Initiate quarterly rate changes (ARC, SLC, FUSC, and USF) in compliance with federal and state regulations.

  • Ensure a high degree of accuracy by reviewing both current and new rates against tariffs, price lists, and/or terms of service.

  • Represent Government Operations team by attending weekly interdepartmental project meetings.

  • Serve as subject matter expert on billing codes and regulatory requirements for rate changes and customer notifications.

  • Assist in the preparation of responses and data analyses for investigations, inquiries, data requests, audits, interrogatories, billing disputes, lawsuits, and class action suits.

  • Coordinate with, and provide input to, product and marketing groups in the creation of new products and product bundles to ensure that all regulated services or charges are presented in a compliant manner.

  • Collaborate with internal Public Policy and Compliance partners to improve/simplify rate change processes.

  • Draft/review/submit customer notifications in compliance with state-specific rules/regulations as well as internal policies and standards.

What We Look For in a Candidate

  • A bachelor’s or master’s degree in a relevant field (i.e. Business, Accounting, Data Science, etc.)

  • Five or more years within a regulated industry.

  • Experience working in the Company’s Ensemble Billing platform as well as Oracle, Cognos, SQL, Adobe, Workfront, and Microsoft Office.

  • Proficiency in data analysis and data management.

  • Excellent communication, collaboration, and problem-solving skills.

  • Adaptability to new technologies and ability to work both independently and as a team player.

  • Ability to perform effectively under high-stress conditions to meet strict deadlines.

Compensation

The starting salary for this role differs based on the employee's primary work location. Employees typically do not start at the top of the range, though compensation depends on each individual's qualifications.

Location Based Pay Ranges

$94420 - $125890 in these states: AR, ID, KY, LA, ME, MS, NE, SC, and SD.

$99390 - $132510 in these states: AZ, AL, FL, GA, IN, IA, KS, MO, MT, NM, ND, OH, OK, PA, TN, UT, VT, WV, WI, and WY.

$104360 - $139140 in these states: CO, HI, MI, MN, NV, NH, NC, OR, and RI.

$109330 - $145770 in these states: AK, CA, CT, DE, DC, IL, MD, MA, NJ, NY, TX, VA, and WA.

As with the pay range variety that's based on the region of a country, specific offers are determined by various factors such as experience, education, skills, certifications and other business needs.

This information reflects the anticipated base salary range for this position based on current national data. Minimums and maximums may vary based on location. Individual pay is based on skills, experience and other relevant factors.

This position is eligible for either short-term incentives or sales compensation. Director and VP positions also are eligible for long-term incentive.
